PIP Appeal Tribunal Guidelines DWP and Misc
Dear Department for Work and Pensions,
Appeals Writing' is a skill set for the disputes teams. When an Appeal request from HM Courts and Tribunal Service (HMCTS) is registered on PIPCS, a task - ‘Appeal registration is complete, further action required' is generated. The task will be assigned to a Case Manager (CM) with an 'Appeals Writing' skill set.
Background: there is an overwhelming public interest in PIP almost weekly in the media especially the process from start to finish, the last stage being the HMCTS appeal. Many people cite the process is not transparent and they receive a giant pack in the post and they are at a loss of what goes on behind the scenes at this stage with the DWP with regard to the decisions and process. This FOI request is specific to the PIP appeals
1. Please provide copies of the ADM Guide / annexes and any other guides that Case Managers with an appeal writing skill or the dispute team refer to when dealing with an HMCTS claimant appeal for PIP and appeals
2. Please provide a copy of the Best Practice Memorandum within the Lapsing Appeals instructions and a copy of the lapsing appeal instructions
3. Please provide a copy of any appeal Workflow/Task Management instruction documents
4. Please provide the document Preparing the appeal response
5. Copies of any sample appeal responses / guides/ templates when an appellant cites a breach of Human Rights with regard to a PIP appeal
6. Copy of the Advice for Decision Making (ADM) guide that is specific to PIP
7. Copy of the Bundle Builder (BB) User Guide and the PIP Case File Production Service CCD Desk Aid
8. Copy of the PIP Art how to guide
I realise that some of the above might overlap or be contained within a guide or process in which case send the guide and redact any personal staff names or contact details if you so require
