I’m writing an FOI on the council’s plan to regenerate the Pillgwenlly area of Newport. My questions are as follows:
1) What is the estimated cost of this plan?
2) What is the estimated time frame for the completion of this project (from start to finish?)
3) Will the proposed youth facility be free, or at minimal cost to ensure maximum usage to those who need it most?
4) How will the council ensure that empty shops are maintained by new businesses when Friar’s Walk cannot do this? Will there be reduced rent?

I’m writing an FOI on the council’s plan to regenerate the Pillgwenlly
area of Newport. My questions are as follows:
The Pillgwenlly Master Plan has been commissioned by One Newport
Partnership, not Newport City Council. Whilst the Council plays a key role
it is not responsible for the delivery or funding of the Master Plan. The
below responses are given within that context.
1) What is the estimated cost of this plan?
This is a high-level master plan that outlines an aspirational vision for
the Pillgwenlly area. As such, there is no overall estimated cost at
present. Detailed costs will come from feasibility work on the individual
elements of the plan.
2) What is the estimated time frame for the completion of this
project (from start to finish?)
Some work has already begun as One Newport partners align their planned
work in the area with the strategic intentions of the Master Plan. There
is no completion date yet.
3) Will the proposed youth facility be free, or at minimal cost
to ensure maximum usage to those who need it most?
Youth facilities are currently being developed by One Newport partners.
Newport City Council does not hold any information relevant to the Freedom
of Information request on this.
4) How will the council ensure that empty shops are maintained
by new businesses when Friar’s Walk cannot do this? Will there be reduced
rent?
Retail units within the Pillgwenlly area covered by the plan are primarily
in private ownership. Therefore, Newport City Council does not set any
rent. The viability of the business offer in the area will be developed
further through feasibility work. However, it is the responsibility of
owners and lease holders to maintain their properties. If needed, the
Council can use its enforcement powers.
