Why do the statistics on the graph illustrate that the use of the prone restraint has reduced when the Care Quality Commission report published on 22 January 2016 says there is still 'significant use' of the prone restraint across the trust?

Please explain what is meant by ‘this data was not available throughout the timeframe’ when asked for a breakdown of the number of incidents of physical restraint and prone restraint, the specific restraint used and the length of time it was used for in each separate institution from 2010 to 2015 in the trust in the FOI statement? Does this mean the data was not collected in the timeframe?
