I am writing in response to your Freedom of Information request dated 13
September 2016. I have responded to your questions below.

 

Please provide the names of all senior PHSO staff and their job titles.

 

You can access this information on our website at:

We update our Organisational Chart on a quarterly basis, therefore the
information you have asked for is exempt under section 22 of the Freedom
of Information Act 2000.

Please identify those senior staff members who are acting in a temporary
capacity i.e.  the posts they hold have yet to be permanently filled.  

 

We have interpreted ‘senior staff’ as individuals in grades 0 – 2 roles.

 

Please find attached at annex A the information you have asked for (table
1). This information was correct the time of when you made the request. 
As stated above, staff names are provided in our organisational chart, so
names have only been provided where they are either not already published
or where there are a number of posts sharing the same title.

Please state the date on which each senior staff member acting in a
temporary capacity took up their current post.

Please find attached at annex A the information you have asked for (table
1). This information was correct the time of when you made the request.

 

Please state the previous job titles of all senior staff who are currently
acting in a temporary capacity.

Please see table 1 of annex A. We have only provided you details where
staff that have held a previous role within the Parliamentary Health
Service Ombudsman (PHSO). Information about their previous employment
before joining the PHSO is their personal data and therefore exempt under
section 40(2) of the Freedom of Information Act 2000.

 

Please state the job titles of all unfilled permanent senior posts and the
dates they became vacant.

 

Please see table 2 in the attachment, annex A.

It appears to have been replaced by the post of Executive Director of External Affairs and Insight (Alex Robertson) .

If the name has been changed, please provide documentary evidence accounting for the change of name.

If the post was previously described as the Executive Director of External Affairs and Strategy, please provide the date that Shareena Merzi who was temporarily promoted to the post of Executive Director of External Affairs and Strategy without interview vacated it:

There are an awful lot of vacant posts. The response stated:

"This information was correct the time of when you made the request."

More could have gone. Also, I see the post of Assistant Director of Investigations became vacant on 8/6/16, one month before the Director of Investigation's post became vacant (Russell Barr).

Think you'd need to update every day at the moment.

Noticed that the PHSO website hasn't being updated recently and the new CEO apparently isnt a board member -which is something if a departure from the norm.. The organigram page seems to have vanished all together.

Perhaps it's because PHSO is intending to loose 25 percent of their London staff?

Is that figure of 25 per cent one the PHSO have provided?
It sees low:

"As all positions require a DBS check, the number carried out per year would depend on the number of positions filled that year. In 2015, PHSO processed 150 DBS application forms."

If the PHSO have 450 staff, then the figure would seem to be at least 33 per cent. Then if you consider internal promotions not requiring a DBS check...

I write in response to your information request of 13 October 2016 in
which you asked:

Shareena Merzi left the post of Executive Director of External Affairs and
Strategy on 8 July 2016.

 

The change in title to ‘Executive Director of External Affairs and
Insight’ was based on advice PHSO received from a search agency.  Please
find attached a copy of the email which contains this advice.

 

I have redacted the email as it contains information that falls outside
the scope of your request. I have also redacted third party personal data
in line with Section 40(2) of the Freedom of Information Act 2000.
