PHSO individual directorate and segmental expenditure

Dear Parliamentary and Health Service Ombudsman,

I have read the Statement of Operating Costs by Operating Segment within the PHSO's annual report but it doesn't give a breakdown of his much money it costs to run each directorate and the individual sections within them.

For clarification, as a starting point , I am referring to the the PHSO's 'Family Tree' Diagram,which you have previously provided, as a point for directorates and their sections. Although I realise that the PHSO might of changed its organisational set up in the interim period.

For example, the figure I am requesting would be the Legal Advisors Department (as an overall figure) ....and then the Foi department's expenditure and review teams' expenditure, as sections of it.

.....Or the Department of Operations..and say the Case assessment team, as a section of that.

I am therefore requesting that you provide these figures for 2013/2014.

And, if available, the ongoing running costs for 2014/2015.

I would fully expect that these figures would be coded and be available to the management team, so could you therefore supply the PHSO's expenditure, as broken down by directorates and, in addition, the individual sections expenditure of these directorates / departments.

In your request you asked for a breakdown of the figures we published in
our most recent Statement of Operating Costs by Operating Segment; this
can be found on pages 89 – 91 of our 2013/14 Annual Report. Please click

Please find attached a spreadsheet showing a breakdown of our operating
costs by cost centres for the business year 2013/14 and 2014/15 (up to 8
December 2014). Unfortunately we are unable provide figures for individual
teams as you have asked as it is not held.

 

Figures provided in the tables have been broken down by the following
categories:

 

o Staff costs (including on-costs such as pensions and National
Insurance)

 

o General budgets (including travel and subsistence expenses)

 

o The direct costs of our casework

 

This includes costs for professional casework advice provided for the
Scottish Public Service Ombudsman, Northern Ireland Ombudsman, Office of
the Ombudsman of Republic of Ireland, Public Services Ombudsman for Wales,
and the Local Government Ombudsman. These costs are then recharged back to
those Ombudsmen.

 

o Related income allocated for internal management reporting purposes

 

Please also note, the majority of our overhead costs, such as
accommodation costs, telephones and staff learning and development, are
managed centrally. We do not reallocate these costs to the other divisions
on a headcount or other basis.

We operate across two sites – approximately two-thirds of our staff are
based in London, and one-third in Manchester. However, we operate as one
office: staff in London and Manchester do the same work and receive the
same corporate services. We do not, therefore, report internally, or
allocate overheads, on the basis of location.

Just to clarify, the cost of the internally based employees should be separate from external employees.

So, as an estimated example:

Legally based office PHSO employees

( segmented into its various sections with their costs as above )

Plus ..

Externally based PHSO employees - £100k
( those on PHSO contracts) such as external investigation officers

External legal consultants - £280k
( those employed by external companies and not on PHSO contracts ...estimating one per contract - for brevity)

The aim of this enquiry is to see how the PHSO budget is allocated, internally as segments and externally.

Dear foiofficer,

Surely the PHSO's team costs would be held by departmental managers?

Otherwise how can they manage?

At least I've never known department heads not to be responsible for their own budgets.. and how they are spent.Especially with publically funded bodies,which are usually highly accountable.

So since you seem to be stating that department heads have no responsibility for the money that they spend on behalf of the public. So that the logical assumption is that they haven't a clue as to what is being spent - let alone manage it, I am asking for a review on the grounds that the PHSO simply cannot be that inefficient and contemptuous of how public money is being spent.

I notice that the PHSO has spent £415, 287.75 on Media, Marketing & Internal Communications...... yet only £346,938.95 on Finance,Planning & Performance?

Since there is an increase in Finance,Planning & Performance expenditure, is this department now able to provide departmental segmental expenditure which, according to your previous reply, was not being produced?

I am writing to request an internal review of Parliamentary and Health Service Ombudsman's handling of my FOI request 'PHSO individual directorate and segmental expenditure'.

I am still waiting for the segmental expenditure of departments. For example the legal office, the FOIA department etc......as I have not just asked for departmental expenditure.

These figures must logically be available

..... So I cannot see why they have been withheld, unless the PHSO is stating that these figures are not known,

I simply cannot believe that the PHSO can be so inefficient as to not know the segmental expenditure of it's offices as it's now run by an ex- business woman. This would be a basic requirement in a private company.

Surely the PHSO now has a grip on its expenditure, after the NAO investigation into awarding of contracts?

So department heads( such as the FOIA department) have

* no idea how much public money they are spending

* no idea how much time employees spend enjoying themselves on the Internet at public expense

* no idea how much time employees spend on misusing the time spent on personal phone calls, using PHSO equipment , since no employee ever seems to have been caught doing so.

I'm astonished.

Proper financial management Is part of good management if the PHSO Is now being run on business lines.

The PHSO seems to be lingering on the old civil service lines with the 'need to know ' not being extended to managers who really do need to know in how the PHSO might fritter away public money.

What's more astonishing is the fact that this huge White elephant (that costs the taxpayer millions) even exists. It seems to make no difference to any of the organisations it is supposed to be monitoring.
In fact, it has made some situations worse for the public.
NHS being a case in point.
The Home Office ignores them
And
They spend most of their time fielding uncomfortable questions and dealing with complaints about their own service!
Forget DJM going! The whole organisation should be dissolved and an entirely different organisation should be set up with regulatory powers.

It's certainly not run as a business- like way , with its departmental heads having no idea about their win expenditure.

I've no idea what this is.

It doesn't seem to have the tight controls that other gvt offices have on them.

It just seems that the government has lobbed a huge amount of public money at an amateur organisation and said 'Go away, don't bother us - and we won't bother you'

Report of the Comptroller and Auditor General to the House of Commons
Introduction
The Parliamentary and Health Service Ombudsman (PHSO) combines the two statutory roles of Parliamentary Commissioner for Administration (the Parliamentary Ombudsman) and Health Service Commissioner for England (Health Service Ombudsman), whose powers are set out in the Parliamentary Commissioner
Act 1967 and the Health Service Commissioners Act 1993 respectively.
The PHSO’s role is to investigate complaints that individuals have been treated unfairly or have received poor service from government departments and other public organisations and the NHS in England.
In 2014-15 the PHSO was responsible for £37 million of UK public expenditure. Approval to incur expenditure is secured through the Parliamentary Supply process on an annual basis. The PHSO accounts to Parliament on its expenditure through the preparation and laying of financial statements prepared in accordance with the Government Financial Reporting Manual.
The PHSO prepares an Annual Estimate, and a Supplementary Estimate, where appropriate, of its net expenditure; authorisation to incur the expenditure is then provided by Acts of Parliament. These Acts set
a series of annual limits on the net expenditure which the PHSO may not exceed and on the total cash
that may be used. Where these limits are breached, I qualify my opinion on regularity, since this means
that the PHSO has incurred expenditure that is not in line with Parliament’s intentions. HM Treasury then prepares a statement of all such excesses in the year and requests that the House of Commons approves the expenditure, which is then given statutory authority as part of a Supply and Appropriation (Anticipation and Adjustments) Act. Further detail on the authorised limits can be found within the Supply Estimates for 2014-15.
Parliament authorised a Net Cash Requirement limit of £31,716,000 and an Annually Managed Resource Expenditure limit of minus £25,000 for the PHSO. The outturn against these limits was £31,991,000 and £4,638,000 respectively. This means that the authorised limits were breached by £275,000 for Net Cash Requirement and £4,663,000 for Annually Managed Resource Expenditure and so I have qualified my opinion on the Parliamentary and Health Service Ombudsman’s 2014-15 financial statements in these respects. HM Treasury proposes to ask Parliament to authorise a further £275,000 of Net Cash Requirement and £4,663,000 of Annually Managed Resource Expenditure.
Explanation for qualified audit opinion on regularity in respect of Net Cash Requirement
Parliament granted the PHSO a Net Cash Requirement limit of £32,391,000. PHSO’s forecasting and monitoring of its cash in 2014-15 was inadequate. This resulted in an overdraft position at 31 March 2015 and a breach of the limit authorised by Parliament.
