Phase 3 Superfast Broadband

Please provide the following information with regard to the Superfast North Yorkshire Phase 3 rollout.

1. How many tender applications were received?
2. Why has there been no public statement regarding the award of the contract? (Due May 2017)
3. When is the contract now expected to be awarded?
4. What percentage of the remaining 9% of North Yorkshire properties unable to access superfast broadband are expected to be included in the rollout?

Dear North Yorkshire County Council,

Further to my previous message, I see that an announcement has been made here:

I note the following statement:

"The majority of the premises will benefit from having fibre optic cables connected directly them, with speeds of up to 330 megabits per second (Mbps)."

As FTTP is only realistically cost-effective in built-up communities, is it safe to assume that the remaining 6% are isolated premises and that significant numbers of cabinets will not be upgraded under the scheme?

For the record, four years ago we were advised that fibre broadband would be available to our premises within 6 months. This is one of the reasons why we relocated to the county. Whilst our local exchange was upgraded to fibre three years ago, we are still left with Victorian connectivity and little prospect that our cabinet will ever be upgraded. There are several businesses and many residents connected to our cabinet that have been left behind year after year, despite the promises and assurances.

It seems that the statistics being touted by NYCC and BT Openreach are extremely misleading as they appear to be based upon exchange upgrades rather than actual availability of fibre broadband. Just how many premises are included in the 94% phase 3 rollout that in reality have absolutely no access to high speed broadband?

Finally, do you have any contacts at Whitwell Parish Council? I'm led to believe they have contributed to scuppering roll out on our cabinet but so far they have failed to respond to any communications.
