Dear Julie Day,

I refer to your request for information received on Friday, January 14,
2022. This has been treated as a request under the Freedom of Information
Act.

Regarding your question relating to a PSDS Phase 1 grant to Devon County
Council, you asked us to provide a summary of the grant to the council, as
well as  copies of all the monthly monitoring reports they have sent to
Salix Finance about the project.

For a summary of the grant, please do see this link [2]here which takes
you to the gov.uk site listing summaries of all PSDS Phase 1 projects.
This will cover the first part of your question.

We are unable to provide the information in response to the second part of
the question, which requests copies of all the monthly monitoring reports.
We believe these fall under exemption, regulation 12(5)(f) of the EIRs of
the Freedom of Information Action 2000 (FOIA).

We consider this exemption applies, because the release of this
information could adversely affect the interests of the organisation who
provided the information. In this case the information was provided
voluntarily by the organisation who will not have given consent for
disclosure. The purpose of this exception is to protect the supply to us
of information that might not otherwise be made available.

Salix Finance needs to protect the data of our clients.

If you are not satisfied with how we have treated your request, you have

voluntarily by Devon (as stated in your reply) but is a contractual
requirement and is submitted to Salix by completing a form provided by
Salix.  The information is collected, owned and kept by Salix and should
be made available. I also draw your attention to the Freedom of
Information clauses which form part of the contract with Devon

Dear Julie Day,

Thank you for your e-mail of 10 September requesting further information
regarding Public Sector Decarbonisation Scheme Monitoring Reports.

This followed your request of 30 August in which you also requested
information about the Public Sector Decarbonisation Scheme (PSDS).

Your specific request: to provide copies of the last four monthly
monitoring reports for Devon County Council and Dorset Council.

I responded on September 7 when I shared the most recent reports in the
last four months.

Once again, your request has been treated under the Environmental
Information Regulations 2004.

Salix response: In considering this request Salix Finance consulted with
BEIS and together we agreed that it was appropriate to release the
requested the last four reports submitted this year.

I advise that the information, includes Dorset monitoring reports for
August, July, June and April. I also include monitoring reports for Devon
for July, May, March and February. These are the four most recent
monitoring reports supplied to us by these authorities.

Please also note that Salix Finance Ltd supports the Department of
Business Energy and Industrial Strategy (BEIS) in the delivery of the PSDS
and Salix holds this information on behalf of BEIS. Accordingly, BEIS is
to determine any request Salix may receive for PSDS information.
