Thank you for your request dated 12 January 2022, in which you asked the Department of
Health and Social Care (DHSC):
As Pfizer CEO has now admitted the first two pfizer covid vaccines did not work, please
provide the advice that the department gave out in 2020 that the public should have
vaccinations.
Please provide all the evidence on which this was based.
Please state the liability of DHSC as an entity (and please state the nature of that entity) to
anyone who was injured by these ineffective vaccines.
Please state the liability of individuals in the DHSC giving the advice to take the covid
vaccines.

UK Health Security Agency (UKHSA) leads on monitoring the real-world effectiveness and
impact of the COVID-19 vaccines as well as acting as secretariat for the Joint Committee
on Immunisation and Vaccination.

DHSC does not hold the information you have requested. However, outside of the scope
of the FOIA, and on a discretionary basis, you may be interested in the following
information.
Clinical negligence liabilities for individuals engaged in providing the Covid-19 vaccination
programme through GP Practices and NHS Trusts will be managed under the usual state
indemnity schemes for clinical negligence: the Clinical Negligence Scheme for General
Practice and the Clinical Negligence Scheme for Trusts.

• Volunteers provided by St John Ambulance are covered for clinical
