Dear Wirral Metropolitan Borough Council,

This request for information is an attempt to seek reassurance about the safety of public buildings in the light of the findings revealed in the Inquiry commissioned following the collapse of a school building wall in Edinburgh and subsequent closure of 17 schools.
Please answer the following for each PFI/PPP schemes in the local authority area treating each scheme as a separate request.
Please provide all documents showing how your organisation has responded to the findings contained in the report on Edinburgh Schools Construction by John Cole: including, but not limited to memos, emails, minutes, reports.
I would like to understand the expertise and resource committed by your organisation to the management and oversight of PFI schemes from procurement through to ongoing contract operation. Please provide documents relating to the PFI Team(s) allocated to each project its makeup and structure of the team during each project phase. This may comprise terms of reference, organisation chart, post titles and role profiles.
Provide the deed of appointment for the Independent Certifier and any other documents setting out the scope of that role. Please confirm the level of indemnity insurance and liability period.
Please confirm whether your organisation employed a member of the Institute of Clerk of Works or an inspector of similar standing and assigned them to each construction site. If someone in this role was employed please confirm their level of qualification, the salary associated with this role and how much time was allocated to per project/site.
Please provide a list of all enforcement or improvement notices served; investigations carried out and reports commissioned into fire safety (include dates and specify who commissioned or issued these) Please provide copies of all items listed.
Provide details of all attempts to make deductions relating to structural defects for each project. Confirm the amount, what it was for, and when the deduction was made.9

We write further to your recent Freedom of Information request shown
below.

In response the Council can advise the following:

 

1. Following a number of discussions that arose as a result of the
collapse of a wall at an Edinburgh School, the Authority agreed with our
PFI Provider for WSSL Ltd's Structural engineers to carry out a Cavity
wall Survey at every site for our Wirral PFI Contract. Confirmation
following these checks is attached. There was a further check carried out
at Hilbre High School which explains the second email confirmation.

 

2. Wirral Council does not own this information.

 

3. In terms of expertise and resource allocated to the management and
oversight of the PFI Scheme - during the construction phase there was a
team of five full time staff, comprised of a Senior Building Inspector, a
fully qualified Architect/Senior Design Manager, a Senior Architect, a
Finance expert and a PFI Assistant/trainee on the scheme. However the
construction phase ended ten years ago.

 

As we are now in the Operational phase, and have been for some years,
currently there is a full time experienced PFI Contract Manager , along
with part time support in both Operations and Finance. There is also
regular liaison between the PFI Manager and the Council's own experts,
from Electrical Engineers, to Architects, Health and Safety Colleagues and
Building Inspectors. As management of both the assets and risks is
transferred to our PFI Provider under the scheme, any specialist expertise
is procured though our commercial partners in consultation with the
Authority, as appropriate.

 

4. There have been no enforcement or improvement notices served in
relation to fire safety. Investigations carried out and reports into fire
safety over the past 2 years include the Fire Risk Assessments/Reports

5. In terms of structural defects, according to records here, we have not
experienced any structural defects on Wirral's scheme.
