Dear Stuart Gamblin
Please find the response to your FOI request below:
Ceredigion County Council has only entered into one PFI contract agreement
for the construction of a public building.
This was for the construction of Penweddig School in Aberystwyth almost 20
years ago (Penweddig School PFI Project). The work towards developing
this contract started in 1997, and the project on site commenced on 16th
A small team of officers within the Local Authority coordinated the
procurement and project work, and professional services were provided by
external appointed consultants e.g. Finance, Legal, Quantity Surveyors
The agreement was between Ceredigion County Council and Newschools

the project. Newschools (Penweddig) Ltd delivered all works and provision
of services, for a new fit for purpose building for a period of 30 years.
The building contract was between Newschools and Wates Construction
The facilities management agreement is between Newschools and one or more
third parties with whom they engage for the provision of soft services
during the course of the contract with Ceredigion County Council.
The Head of Educational Finance and Resources within Learning Services
currently has the responsibility within their role for contract monitoring
in relation to finance and availability performance.
The Council has not commissioned any structural report as a result of John
Cole’s report on Edinburgh Schools Construction, as the building does not
belong to the Council. However, the Council is aware that Newschools have
arranged a survey - the report on which will be made available to the
