Persons in receipt of non residential day care support

Dear Wakefield City Council,
I am requesting the following information under the Freedom Of Information legislation:
How many persons were in receipt of non-residential day care support from Wakefield Council on December 31st 2016, when their required contribution was £12 weekly?
How many persons were in receipt of non-residential day care support on 31st June 2016, six months after the required service-user contribution was increased to £39 weekly?
Also: do Social Services monitor, or maintain any kind of regular contact with, any service user who, having received non-residential support up to 31st December 2016, no longer does so?
And: Is there any record kept of the number of people who have cited an increase in required contribution from £12 to £39 weekly as the reason for their no longer using non-residential day care support? If so, how many have declared the same?

Freedom of Information Act 2000 - Request for Information
 
I am writing in respect of your recent enquiry for information held by the
Authority under the provisions of the Freedom of Information Act.
 
Please find the response to your request below.
 
How many persons were in receipt of non-residential day care support from
Wakefield Council on December 31st 2016, when their required contribution
 was £12 weekly?
 
101 people paying a maximum charge of £12.00 per week were in receipt of
non-residential services as at 31.12.16.
 
How many persons were in receipt of non-residential day care support on
31st June 2016, six months after the required service-user contribution
was increased to £39 weekly?
 
Of those 101 there were 95 people paying £39.00 per week as at 30.06.17.
 
Also: do Social Services monitor, or maintain any kind of regular contact
with, any service user who, having received non-residential support up to
31st December 2016,  no longer does so?
 
The Care Act 2014 requires a support plan to set out both eligible and
non-eligible needs, regardless of how these are paid for, and that support
plans should be kept under review. The Social Work team will therefore
discuss how any eligible needs are to be met prior to cancellation of any
package of care and will continue to review the support plan to ensure
that needs are being met. This is generally by a planned annual review,
however an unplanned review can be arranged if the local authority becomes
aware of a change in need or circumstance, or a review can be requested by
the person or their family / carer. The social work team is also available
for any advice and information at any time.
 
And: Is there any record kept of the number of people who have cited an
increase in required contribution from £12 to £39 weekly as the reason for
their no longer using non-residential day care support? If so, how many
have declared the same?
 
Out of the 6 people whose care stopped one had passed away and one had
transferred to residential care. The other 4 cited cost as the reason for
cancellation.
