Brian Mottershead, North Wales Fire and Rescue Service

Dear Sir,

3. How many staff (if any) are currently employed under Grey book
conditions but do not have an Operational tag/capability (not including
control staff) and what are their ranks/roles/positions?

            Four Station Managers.

4. Please can you give me a break down of the annual salary including
break down of allowances paid to the Principal Officers for the dates
shown above with a break down for each of them?

NWFRS no longer holds detailed information regarding the allowances paid
to the Principal Officers in 2000; however, it has been possible to
determine the salary award from the 1^st January 2000, which is as
follows:

CFO - £77,556 p.a.

DCO - £62,043 p.a.

ACO - £58,167 p.a.

CAO - £46,533 p.a.

The information for 2005 and 2010 is exempt under Section 21 of the
Freedom of Information Act because it is accessible to you, as it is
already in the public domain on the NWFRS web site at this address -
[1]http://www.nwales-fireservice.org.uk/fir...
– in the document entitled ‘Statement of Accounts’ for the respective
Financial Years.

The information for 2014 is exempt under Section 22 of the Freedom of
Information, as this is intended for publication at a future date at the
web site address detailed above.  It is considered that the public
interest in disclosing this salary information on its own is outweighed by
the need to present the data in the context of all the other financial
information contained within the annual Statement of Accounts; therefore,
NWFRS’s decision is to withhold the information until publication of the
next Statement of Accounts, which is due in September 2014.

5. The total number of non-uniformed staff (Green book) employed on the
above dates?

            2000 – From HRFWs (Financial Year 1999 - 2000) – Non Uniformed
= 86

2005 – From HRFWs (Financial Year 2005 - 2006) – Non Uniformed = 108

2010 – From HRFWs (Financial Year 2009 - 2010) – Non Uniformed = 153

2014 – From HRFWs (Financial Year 2013 - 2014) – Non Uniformed = 152

6. What is the highest a salary paid to a Green book member of staff and
their role/position?

Guidance from the Information Commissioner’s Office states that while
there is a legitimate public interest in expenditure of public money on
salaries, this can be met by providing a salary band, rather than the
exact salary. To disclose the exact salary would be unwarranted and cause
the individual post holders distress. Disclosure would therefore be unfair
and the information is exempt under Section 40(2) (Personal Information).

Scale point 50-53 £42,891 - £45,518

-          ICT Manager

-          Fleet Manager

-          HR Manager

-          Corporate Communications Manager

Dear Brian Mottershead,

Firstly I would like to thank you for your prompt response. I have made a number of similar requests to other public bodies, many of whom I am still awaiting on a response.

In relation to point 2. Could you please break down the roles listed above into whether they are A or B grades.

In relation to point 3. Could you please inform me of the roles carried out by the four non operational station managers listed above.

Once again I thank you for your prompt response, I will be acknowledging this fact in my final thesis.

Yours sincerely,

Richard Tait

Dear Brian Mottershead,

Thank you for your response.

I am slightly confused about the stats. I'm not sure if it is the transfer between documents? It appears you have 3 AM B and 10 AM A and no WM A? Is this correct?

I am still waiting on the other information requested in point 3. (Roles carried out by the 4 non ops Station Managers)

Yours sincerely,

Richard tait

would appear that the original figure was incorrect and that NWFRS has
three such posts, which are as follows:
