I can confirm that UCAS does hold personal statements for applicants who received offers on the courses described. However, UCAS has carefully considered your request for information and can confirm that we consider an exemption from disclosure applies. In this case, we believe that the information we hold relevant to your request is exempt under Section 40(2) as it constitutes personal data.
Although personal statements do not usually include the applicant's name, they often include personal information that could make them identifiable. Statements may also include the names of other people who have influenced the applicant in some way. The personal statement is geared as a safe space for applicants to promote themselves to a higher education provider, displaying their unique skills or attributes and potentially wider information about their personal status or impacts of events upon them, including, but not limited to, any criminal convictions or health issues. UCAS considers the personal statement to be private to the individual and the higher education providers to which they apply and may well include information which is, or is considered by the applicant to be, sensitive. It is for this reason we believe the personal statements you have requested to be exempt from disclosure under FOI.
