Dear Ms Hall

Thank you for your request.

Please find attached an up-to-date copy of our Inspector Training Manual
chapter for General Permitted Development Order & Prior Approval Appeals.

The Manual does not constitute Government policy or guidance and does not
seek to interpret Government policy. In the event that there appears to be
a discrepancy between the Manual and national policy or guidance, then
national policy or guidance will be conclusive. As this document is not
written for an external audience, many of the hyperlinks point to our
internal systems at the Inspectorate (including links from one chapter to
another), and therefore will not be accessible to those outside. The
Inspector Training Manual has not yet been fully updated in response to
the revised [1]National Planning Policy Framework.

Please find attached a list of the appeals that we have received since
April 2018 seeking prior approval for a change of use from agricultural
building(s) to residential dwelling(s). Copies of appeal decisions are in
the public domain and can be obtained through the Appeals Casework Portal

I hope this is helpful. A leaflet with our information request review
procedures is also attached.

Yours sincerely

Bob Palmer
