Request for Information

Thank you for your Freedom of Information Act (FOI) request, as received on 7 August 2018 and acknowledged on 8 August 2018. For information, the University Hospitals of Leicester NHS Trust is one of the largest and busiest NHS teaching Trusts in the country incorporating the Leicester Royal Infirmary, Glenfield and Leicester General Hospitals. Our three hospitals have around 15,000 staff serving around 1.2 million people across Leicester, Leicestershire and Rutland, and a further two to three million people from the rest of the UK who come to us for treatment from one of our specialist services. During 2017/18 we treated 1,410,500 patients - that’s 3,864 patients each day.

Following consultation with colleagues from the Human Resources directorate, Corporate Nursing directorate and Finance and Procurement Directorate, I confirm that the University Hospitals of Leicester NHS Trust holds information covered by your FOI request. In your Freedom of Information Act request, you asked for the following information (and – in response to a request for clarification sent to you on 21 August 2018 – you kindly confirmed on 27 August 2018 that by reference to the term ‘clinical’ you were seeking data for any role which is face to face with patients in a medical capacity, with particular focus on doctors, nurses and AHP professionals) and the Trust’s response is provided below following your request:-

Based upon your last complete financial year, please can you advise:

1) Total number of permanent clinical jobs filled through recruitment agencies?

2) Total spend on permanent fees paid to agencies for clinical roles?

3) The list of agencies used for permanent recruitment for clinical roles?

I am advised by colleagues that, with the exception of data relating to nursing roles, the information you have requested as it relates to other clinical roles is not held centrally in a readily accessible electronic format. As such, in order to extract data relevant to your request, each of the Trust’s seven Clinical Management Groups (which each comprise a wide-range of clinical services) would need to identify all potentially relevant suppliers they have used in the last complete (2017/18) financial year in order that colleagues within the Trust’s Finance and Procurement team could then undertake a manual review of invoices in order to respond to your questions. This would be a significant manual undertaking involving many hundreds of potentially relevant invoices and, as such, would significantly exceed the ‘appropriate limit’ of 18 hours, as provided for under the Freedom of Information Act 2000 (Section 12 refers). Accordingly, and in reliance upon Section 12, the Trust does not intend to undertake this work. It may be, however, that if you were to refine your request, there may be some information that could be provided to you within the 18-hour appropriate limit.

I am sorry that it has not been possible to provide the information requested for the reason documented above. If you require any further assistance please do not hesitate to contact me. If you are dissatisfied with the Trust’s response, you can contact the Director of Corporate and Legal Affairs on Tel. No. 0116 258 8615 to request a copy of UHL’s Freedom of Information Act complaints procedure.

We must advise you that where we have provided information we have done so subject to the provisions of the Re-use of Public Sector Information Regulations 2005. Accordingly you must not re-use this information without having the consent of the Trust. Where the Trust is prepared to provide its consent then it may levy a charge for doing so.
