Permanency
Dear Dundee and Angus College,
As per the Freedom of Information (Scotland) Act 2002 please supply me with the following information in electronic format:
1) How many staff do you have who are not on permanent contracts (please break down by support staff, lecturers, and staff earning over £70k)?
2) Please provide a breakdown of how many of these staff have now been employed for over one year (again broken down by support staff, lecturers and staff earning over £70k).
3) Please provide a breakdown of how many of these staff have now been employed for over two years (again broken down by support staff, lecturers and staff earning over £70k).
4) How many support staff (from question 1) are on time limited contracts due to project based funding, or sickness or maternity cover?
5) How many (Support) staff (from question 3) have been transferred to permanent (contracts) since the 19th of October 2018?
6) Please give reasons (and breakdown of numbers by reason) why support staff not affected by question 4 and employed for over 2 years have not yet been made permanent?
7) Please give reasons (and breakdown of numbers by reason) why support staff not affected by question 4 and employed for over 1 year have not yet been made permanent?
8) Have you supplied a list, of Support Staff not affected by question 4 to the local Trade Union Stewards?
9) In relation to questions 7 & 8 was this discussed at a formal meeting with support staff Trade Unions (e.g. JNC)?
10) If so please supply the minute of meetings since October 2018 relating to (see also STS Circular 05/18)?
11) How many staff on temporary (change temporary to “not on permanent”) contracts have had contracts ended since October 2018 (please break down by support staff, lecturers and staff earning over £70k.
12) If you have staff affected by your answers to questions 6 & 7 can you detail your plan to address in relation to circular STS 05/18?

Thank you for your request for information. We require clarification of a number of points in order to be able to answer your questions fully and accurately:
1) In relation to question 1, are we to include or exclude staff whose main post is permanent, but who also hold one or more temporary, secondary posts?
2) In relation to questions 2 and 3, "employed for over one year" and "employed for over two years" - as at what date should we calculate length of service to answer this question, and should we apply different dates to teaching and support staff?
3) In relation to question 11, are we to include or exclude the numbers of staff who have had a temporary contract ended as a result of transferring to a permanent contract? Also are we to include staff whose non-permanent contracts have been ended due to leaving voluntarily or due to reaching the end of their fixed contract terms?

RESPONSE - For clarity, please detail the FTE permanent and FTE not permanent
2. In relation to questions 2 and 3, "employed for over one year" and "employed for over two years" - as at what date should we calculate length of service to answer this question, and should we apply different dates to teaching and support staff?
RESPONSE - For clarity, from the date of the F.O.I. with no difference for support staff.
3. In relation to question 11, are we to include or exclude the numbers of staff who have had a temporary contract ended as a result of transferring to a permanent contract? Also are we to include staff whose non-permanent contracts have been ended due to leaving voluntarily or due to reaching the end of their fixed contract terms?
RESPONSE - For clarity, please detail if ended separately from ended to become permanent and include staff whose non-permanent contracts have ended due to leaving voluntarily or due to reaching the end of their fixed term contracts.

•186 temporary staff at beginning of September 2019 - 93 of which are support staff and 93 are academic staff
•None are paid over £70,000
2.Please provide a breakdown of how many of these staff have now been employed for over one year (again broken down by support staff, lecturers and staff earning over £70k).
•90 temporary staff have been employed for over 1 year – 43 of these are support staff and 47 are academic staff
•None are paid over £70,000
3.Please provide a breakdown of how many of these staff have now been employed for over two years (again broken down by support staff, lecturers and staff earning over £70k).
•48 temporary staff have been employed for over 2 years – 26 of these are support staff and 22 are academic staff
•None are paid over £70,000
4.How many support staff (from question 1) are on time limited contracts due to project based funding, or sickness or maternity cover?
•16 funded positions are time limited for the reasons above
5.How many (Support) staff (from question 3) have been transferred to permanent (contracts) since the 19th of October 2018?
•14

•4 support staff rejected the offer of a permanent contract

•Reason in all cases is that two years service condition has not been reached
8.Have you supplied a list, of Support Staff not affected by question 4 to the local Trade Union Stewards?
•Yes (anonymised for Data Protection purposes)

•Question 6 – where staff have declined the offer of permanency, no further action is planned
•Question 7 – when staff have been employed for two years, their eligibility to move to permanency will be reviewed on an annual basis
