Translink does not have bonus schemes linked to performance or pay.

I had understood that a PRP scheme had been in place for your MPT staff for the last 20 years. The Union TSSA is currently in negotiations with Translink to have a performance related pay consolidated into basic salary on a performance basis at a rate of 12.5%. Please see Translink’s response to your query as follows:

Response

You are correct in saying that PRP has been in place for circa. 20 years. 
It is an element of pay that has been sacrificed on a monthly basis and
paid annually at 12.5% of pay.

 

For budgeting reasons we have been unable to increase the value of the
12.5% and, therefore, a decision was taken to revert to paying the 12.5%
into monthly pay.

 

This does not impact on the annual pay budget.

Re:  Freedom of Information request – FOI894 and FOI935

 

Firstly, we refer to your email of 15 May 2020 seeking clarification on
our response to your request for information (our ref: ‘FOI894’) dated 28
February as follows:    

 

“Your response acknowledges a Performance Related Pay (PRP) scheme that
has been in place for 20 years but suggests that it has been paid at a
standard rate of 12.5% for all staff. My understanding was that it was a)
only paid to MPT staff and b) was based on a rate which directly linked to
each employee's individual performance measured annually against a set of
pre-agreed objectives.

I would ask that you clarify points a and b above.”

 

We can confirm that the long-term standing agreement in place regarding
the PRP salary sacrifice scheme was available to MPT staff only.  As
previously advised it is an element of pay that has been sacrificed on a
monthly basis and paid annually as a lump sum.  The salary sacrifice
scheme is now consolidated into basic monthly pay.

 

Secondly, with regards to your new request for information as part of your
email dated 15 May 2020 (our ref: ‘FOI935’) , you sought the following
information:

1.    the number of staff included in PRP scheme in each of the last 20
years.

2.    the total amount paid out through the scheme in each of the last 20
years.

3.    the date of decision taken to revert to paying the 12.5% into
monthly pay.

Translink Response

 

Section 12 of the Freedom of Information Act allows a public authority to
refuse requests for information where the cost of dealing with them would
exceed the ‘appropriate limit’ which is set out in regulations as £450 and
translates as 18 hours work for Translink staff, charged at £25 per hour.

 

Whilst Translink do hold information in relation to your requests, to
answer all your requests, in the format requested, would require us to
manually locate, retrieve and extract the information from other systems. 
A test exercise has identified that the cost/resources involved in
collating the information and carrying out the checks would far exceed the
appropriate limit.  We are, however, able to provide some information
within the ‘appropriate limit’ and were possible, to direct you to where
you can obtain the information by another means. 
1. the number of staff included in PRP scheme in each of the last 20
years.

I can confirm that the MPT headcount for 2019/20 was approximately 327

 

2. the total amount paid out through the scheme in each of the last 20
years.

 

The total amount paid through the salary sacrifice scheme in each of the
last 20 years is incorporated within the overall ‘Staff Costs’ contained
in the Annual Report and Financial Statement for each of the companies
listed below.   This information can be accessed via the Companies House
website at [1]https://beta.companieshouse.gov.uk/, for [2]Ulsterbus
Limited; [3]Metro (trading as Citybus Limited); and

[4]Northern Ireland Railways Limited.

As this information is reasonably available to you, Section 21 of the Act
is engaged, whereby, ‘information reasonably accessible to the applicant
by other means’.  Section 21 is an absolute exemption and therefore, does
not require the public interest balancing test to be applied.

3. the date of decision taken to revert to paying the 12.5% into monthly
pay.

The MPT union, TSSA, wrote to Translink on 24^th January 2020 to confirm
the outcome of their MPT members’ referendum was to consolidate the PRP
salary sacrifice scheme into basic monthly pay.
