Please can you provide me with the following information

- Do you have a centralised performance management, insight and intelligence team or function ?
- If so, please can you provide me with a current organisational chart that depicts the numbers, roles and grades of the staff within the team and describe where the team sits within the organisation

Freedom of Information Request - Performance Management Team and
Infrastructure

 

I write in response to your above Freedom of Information request, received
in this office on 19^th July 2018.

 

Please find the answers to your questions below:

 

1.      Do you have a centralised performance management, insight and
intelligence team or function ?

In April 2017 around 50 staff from across council directorates were
brought together into a single Intelligence & Policy service (IPS),
providing a range of insight and intelligence functions.  Some teams that
carry out similar roles, for example, in Public Health and Safer Leeds,
are not part of IPS though the teams work closely together (for example on
cross-council work such as the JSNA).  As such, while many elements of
performance management, insight and intelligence are now centralised, some
are not.  Outside the central team, capacity exists in hub format (e.g.
police council around Safer Leeds) and in officers embedded in services
areas.  Data is not easily available on the staff outside IPS as
performance/intelligence often forms just one element of a member of
staff’s role and so they are not quickly identifiable.  As such, the
remainder of this FoI response relates to IPS. 

 

2.      If so, please can you provide me with a current organisational
chart that depicts the numbers, roles and grades of the staff within the
team and describe where the team sits within the organisation.

·         IPS currently employs 50.07 FTEs: 3 at JNC grades (2 x Dir 60%,
1 x Dir 45%) the remainder under NJC: 6 at PO6, 12.81 at PO4, 2.54 at PO3,
13.02 at PO2, 1 at PO1, 7.7 at SO2 and 4 at C3 grades.

·         Staff roles fall broadly into 3 main categories:

o   Data analysis – including the analysis of population outcomes and
need, demographics, activity impact, service performance and quality
assurance activity and surveys

o   Business planning – comprising the council’s corporate planning, risk
management, performance management, portfolio management and consultation
and engagement

o   Policy development and support

·         Service provides service specific support including statutory
roles for Children’s Services, Adult Social Care and Housing.  This is
inclusive of the 3 roles above if weighted to the data analysis support. 

·         IPS is one of the services within the Strategy & Improvement
Division (the others being Communications & Marketing; Chief Executive’s;
Resilience & Emergencies; and Shared Services) which falls within the
Resources & Housing Directorate. 

 

3.      If you have a centralised performance management, insight and
intelligence team or function does the team include public health staff?

As per response to question 1.

 

4.      If you have a centralised performance management, insight or
intelligence team does it include staff from other partner organisations
such as police, fire, NHS Trust, CCG or regional authority ?

No for IPS. 

 

5.      If there is no centralised performance function please can you
provide details of numbers, roles and grades of people within the
organisation that contribute to performance management - ie data analysts,
business analysts, PH analysts, performance managers.

As per response to question 1.

 

6.      Can you confirm what tools, if any, you have in place to support
the work of the performance management function such as building
dashboards ie Power BI, Tableau, Qlikview ?

·         Power BI is used in some areas (for example, for Housing data). 
Work is currently ongoing to decide on making PowerBI a standard council
offer.  A practice community approach is being adopted to involve
colleagues both within and outside the central team.

·         Ssentif was procured in 2018 to facilitate benchmarking on
publicly available datasets.

·         Various approaches to extracting data from core systems for
reporting and analysis purposes, e.g. SRSS.  Some data warehousing/cubes
some more direct extraction and into Excel templates etc.   PowerBI
reflects trend to more agile approaches.

·         SPSS used but not systematically.  Corporate tool available for
online surveys.  ArcGIS used for place analysis, current review of
approach to GIS and what the standardised offer should be for specialists,
analysts in general and wider support staff.   

·         Sector specific tools, including the development of, through
both commercial and partnership arrangements (universities, research
bodies, local authority collective groups, not for profits)  Examples
include  Fisher Family Trust/NCER for education, use of commercial
Predictx for health and care modelling, work through regional/national
 associations for directors of children’s (ADCS)  and adult services
(ADASS).

independent officer within Resources & Housing. They will re-examine your
request and assess whether we have adhered to the requirements of the act.
