Please can you provide me with the following information

- Do you have a centralised performance management, insight and intelligence team or function ?
- If so, please can you provide me with a current organisational chart that depicts the numbers, roles and grades of the staff within the team and describe where the team sits within the organisation
- If you have a centralised performance management, insight and intelligence team or function does the team include public health staff ?
- If you have a centralised performance management, insight or intelligence team does it include staff from other partner organisations such as police, fire, NHS Trust, CCG or regional authority ?
- If there is no centralised performance function please can you provide details of numbers, roles and grades of people within the organisation that contribute to performance management - ie data analysts, business analysts, PH analysts, performance managers
- Can you confirm what tools, if any, you have in place to support the work of the performance management function such as building dashboards ie Power BI, Tableau, Qlikview ?

In response to your request for information received at this office on
19^th August 2018, please see the councils’ response below.

 

You requested

 

- Do you have a centralised performance management, insight and

Not applicable

Unfortunately, we are unable to supply the information you have requested
for this element of your request as Bolton Council have no central record
of staff that “contribute to performance management”. Naturally, across
the council there are many job roles of varying scopes and sizes which
“contribute to performance management” in some way but they would not
necessarily be recorded as a function of performance management mainly due
to the fact that the role would be far broader.

 

Additionally, it is not always clear by a member of staffs job title
whether their job has a performance management function involved in it.
With this and the above in mind it would not be possible to provide the
information requested without further analysis and creation of new
information.

 

The Freedom of Information Act states that you have a right to request any
recorded information held by a public authority.  Your request can be in
the form of a question, rather than a request for specific documents, but
the Act only requires the Council to provide information which it already
has in recorded form.

 

The Act does not require us to create documents, nor to manipulate data to
create new information. Therefore in accordance with section 1(1) of the
Act the Authority is unable to comply with this part of your request as we
do not hold the information requested. 

 

- Can you confirm what tools, if any, you have in place to support the
work of the performance management function such as building dashboards ie
Power BI, Tableau, Qlikview ?

Bolton Council does not have a central log of tools that are in place to
support the work of performance management. Whilst certain tools, systems
and software the council uses are specific to a particular service they
are not necessarily designated to a specific function. For example, Bolton
Council will regularly use Microsoft Excel to report various aspects of
performance, but we do not record the function of this software as such
and it is used far wider than solely from a performance aspect. I can
further add that none of the above tools you mention are used at Bolton
Council.

 

As previously stated the Act does not require us to create documents, nor
to manipulate data to create new information. Therefore, in accordance
with section 1(1) of the Act the Authority is unable to comply with this
element of your request as we do not hold the information requested.
