Information in relation to the region from which a student originates is
not specifically recorded on the University’s Student Information
Management System and whilst address information is held this neither
records region nor is it held is such a format that would enable us to
extract such data.

We would advise that information in relation to student domicile,
nationality and subject of study is published in February annually by the
Higher Education Statistics Agency (HESA). This information is available
via the HESA website at: [1]http://www.hesa.ac.uk/   Therefore information
for the academic years 2009/10, 2010/11, 2011/12, 2012/13 and 2014/15 is
already in the public domain. Accordingly this information is reasonably
accessible to you by other means and is exempt from disclosure under
Section 21 of the Freedom of Information Act 2000.

In relation to information for the period 2015/16, this is due to be
published by HESA in February 2017 and will be available to the public via
the HESA website at: [2]http://www.hesa.ac.uk/   As this information is
intended for future publication it is exempt from disclosure by virtue of
Section 22 of the Freedom of Information Act 2000 subject to a public
interest test.

It is acknowledged that there is a public interest in making information
available that contributes to public debate and understanding about higher
education and this would include information around student numbers and
demographics. However, it would not be in the public interest to undermine
established processes for the publication of such information particularly
where a commitment has been made to make this information generally
available and a date for publication has been fixed. Therefore, in the
absence of any compelling public interest to disclose this information
prior to its scheduled release date it is considered reasonable, in all
the circumstances, to withhold this information prior to HESA's
publication date. As such Section 22 of the FOI Act applies.

I trust this information satisfies your enquiry.  The University has a
Freedom of Information Complaints Procedure should you feel dissatisfied
with this response or the way in which your request was handled.
Complaints must be made in writing and must set out why you believe the
University has not met its obligations under the Freedom of Information
Act.  You may email your complaint to [3][email address] where
it will be forwarded to the Director of Strategic Planning and Governance
who will be responsible for overseeing the review.

If you remain dissatisfied following the outcome of your complaint, you
have the right to apply directly to the Information Commissioner for
consideration.  The Information Commissioner can be contacted at the
following address: Information Commissioner's Office, Wycliffe House,
Water Lane, Wilmslow, Cheshire, SK9 5AF.

I would like to take this opportunity to thank you for your interest in
Cardiff University. If you require further assistance please feel free to
contact me.

Yours sincerely
