The request was successful.

Dear Halton Borough Council,

Can please supply the information as to who agreed and what was agreed with Age UK Halton. On its amalgamation with Age UK Mid Mersey in 2009, as to the guaranteed private company pensions of personnel of this limited company, with the responsibility for payment given to the council tax payers of Halton UA.
It must be recorded that many council tax payers are means tested and receive the basic state pension.

Can any further information be supplied as to other private companies having their pensions schemes underwritten by Halton council tax payers.

Yours faithfully,

Ed Dawson, Halton Borough Council

Dear Mr Owen

Many thanks for your request below under the Freedom of Information Act,
the answers to which are as follows.

Question 1. Can please supply the information as to who agreed and what
was agreed with Age UK Halton. On its amalgamation with Age UK Mid Mersey
in 2009, as to the guaranteed private company pensions of personnel of
this limited company, with the responsibility for payment given to the
council tax payers of Halton UA. It must be recorded that many council tax
payers are means tested and receive the basic state pension.

Answer 1. On 1^st December 1998 Halton Borough Council’s Policy &
Resources Committee gave approval to the Council acting as a guarantor for
Age UK Halton, in respect of its application to join the Cheshire Local
Government Pension Scheme. At that time Age UK Halton had 9 staff who
subsequently joined the Cheshire LG Pension Scheme. In acting as guarantor
the Council was underwriting the pension contributions for those staff, in
the exceptional event that Age UK Halton were for some reason not able to
pay the necessary pension contributions over to the Pension Fund. There
has been no cost to the Council from acting as Pension Scheme guarantor.

In 2009 Age Concern Halton merged with Age Concern St Helens and Age
Concern Warrington, to form Age Concern Mid Mersey. Following the merger
Halton Borough Council’s pension guarantee continued to relate “only” to
those staff who at the time of the merger in 2009 were employed by Age
Concern Halton.

Age Concern Mid Mersey left the Cheshire LG Pension Scheme in August 2014.
There has been no cost to the Council from acting as a Pension Scheme
guarantor for Age Concern Halton.

Question 2. Can any further information be supplied as to other private
companies having their pensions schemes underwritten by Halton council tax
payers.

Answer 2. There are no private companies for whom the Council acts as a
Pension Scheme guarantor.

Many thanks

Ed Dawson
