Penalty Charge Notices to vehicles passing through each of the two Hardings Way Bus Gates

King's Lynn and West Norfolk Borough Council did not have the information requested.

Dear King's Lynn and West Norfolk Borough Council,

Could you please provide me with the following information:

1. From the period of 1 January 2012 - 30 April 2013 the number of Penalty Charge Notices (PCNs) issued to vehicles passing through each of the two Hardings Way Bus Gates in King's Lynn.

2. An estimate of the number paid and the total income from those PCNs in 1 above.

3. Number of vehicles permitted to pass through the Hardings Way Bus Gates in King's Lynn, by permitting authority (such as the Borough Council, Norfolk Green, Environment Agency, Norfolk Police, and so on).

It is not the Borough Council's responsibility to enforce these restrictions. I would suggest that you contact either Norfolk Police or Norfolk County Council, who should be able to provide the information you need.

Thank you for your email. Are you saying that the Borough Council does not hold the information requested, or that either Norfolk Police or Norfolk County Council should supply it?

I do not feel two weeks is replying promptly as required by the Freedom of Information Act section 10(1), so I would appreciate a reply sooner this time.

Apologies if my reply was not clear enough.

Enforcement is not the responsibility of the Borough Council, therefore we would not have, or need, to keep records.

Traffic enforcement and enforcement of traffic regulations would, I am guessing, be the responsibility of the Police. However, since I believe the County Council were involved in the construction of the gates, they may have information too.

Thank you for your further answer. I was led to believe that these bus gates were on Borough Council land and that other borough councils are responsible for enforcing such restrictions, which was the reason for making the request to KLWNBC.

I will contact those other authorities.
