1. How many penalty charge notices (any motor vehicle related only
i.e. parking, speed camera or traffic violation) were appealed and
successfully upheld in a) 2009 and b) 1 Jan 2010 to 1 June 2010?

2. What were the top 3 common reasons cited for upholding an appeal
resulting in the penalty being waived?

3. Are traffic enforcement personnel incentivised to issue penalty
notices and if so, how much does each earn as a commission or bonus
for issuing each ticket?

Dear Mr Ahmed,

Please find below reply to your information request highlighted in bold.

In what specific circumstances can an appeal be granted such that a
penalty notice can be waived on the grounds of compassion or otherwise?
Appeals can only be made on the grounds of appeal that apply to your
particular type of contravention. Details of these grounds can be found on
the Notice of Appeal or by contacting the Parking and Traffic Appeals
Service (website address [1]http://www.parkingandtrafficappeals.gov....)

The Adjudicator can only allow an appeal if one of the specified grounds
is made. The Adjudicator is not able to allow an appeal or reduce the
penalty because the registered keeper feels that the circumstances were an
excuse for the contravention.
Most regulations contain specific exemptions. If you think your case might
fall into one of the exempted categories, you should appeal; the
Adjudicator will explain if it cannot be allowed.
As each case is based upon it's individual merits, i am unable to provide
a list of specific circumstances that a case will be waived on
compassionate grounds or otherwise.
