I would like details under the Freedom of Information Act for the following

I would like details of any funding or grants directly or indirectly that Doncaster Sheffield Airport has benefitted from since it was under the ownership of Peel Holdings in 1998 to 2023, whether received by Peel or not
1. The amount of the funding, grant or loan, plus the total amount of the business case
2. Details of other funding if the finance was given from more than one source ie Doncaster Council, Sheffield City Regions, South Yorkshire Mayor Combined Authority
3. Who financed it? Eg SYMCA, City of Doncaster Council
4. The purpose of the funding- runway, buildings etc
5. Whether Doncaster Sheffield Airport has benefitted directly or indirectly from any other loxally funded money eg Link roads, East Coast railway link, any other infrastructure.
Again for point 5, can you detail the amount, and full cost of the project
6. Has Peel applied for anything related to Doncaster Sheffield Airport whether it has been refused or not?
7. Did Doncastwr Council or any previous identity make an offer for equity in Doncaster Sheffield Airport Limited company 03693604 or made an offer to participate in any funding of Doncaster Sheffield Airport between 2016 and April 2023.
8. Has Doncaster Council dialogued with any Department of the UK Government to request assistance or funding in relation to Doncaster Sheffield Airport.
Can you provide all correspondence relating to communication with any officer, Minister or Secretary of State?
9. Details of all correspondence between Doncaster Council and Peel relating to any rescue or purchase or subsidy of Doncaster Sheffield Airport.

10. Details of all correspondence between SYMCA and the City of Doncaster Council relating to any rescue or purchase or subsidy of Doncaster Sheffield Airport.

11. Details of all correspondence between Doncaster Council and any MP in South Yorkshire relating to any rescue or purchase or subsidy of Doncaster Sheffield Airport, in particular
Doncaster MPs Ed Miliband, Rosie Winterton, Nick Fletcher
Barnsley Central MP Dan Jarvis
Sheffield Heeley MP Louise Haigh.

12. Can you provide confirmation that there has been active talks, that is within 1 month of April 2023 with a private sector party, and whether this is one of the three parties identified in October 2022, the bidder identified as from the Middle East in November 2022, or a completely new party?

13. Can you provide details of both sale and lease of Peel's intentions ie length of lease, whether they have engaged in talks for the just Doncaster Sheffield Airport or whether they are considering Gateway East together, and provide any correspondence if possible.

14. Details of the Compulsory Purchase Order, details of any action you have taken including evidence.
This includes the engagement of lawyers, valuers and any consultants.

Can you detail all grants and funding that Peel Holdings have , anywhere in Doncaster whether directly or indirectly since 1998 detailing dates, purpose and amount, and the wider project that benefitted from it.

For all the questions, Peel Holdings can be all the Peel companies and any company that Peel have an investment in, or where significant persons such as John Whittaker have any interest in.

Response:
Section 12 (1) of the Freedom of Information Act allows for a request for information to be refused where the cost of supplying this information exceeds the appropriate limit. After carefully considering your request for information the City of Doncaster Council has decided that to respond to your request would exceed the appropriate limit as defined in the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. The regulations allow a request for information to be refused where the cost of supplying this information exceeds £450 (or 18 hours of officer time).

The cost limit applies in this case because this information is not held centrally. This information will be held by several services who would all need to undertake searches. The scope of your request is very wide and covers many policy areas and services. In addition, the timescale of your request, from 1998 to 2023 is too long. It would exceed 18 hours of staff working time to undertake searches and identify information held, then to locate the information and retrieve it. If you wish to refine your request and narrow the scope of it, we will reconsider your request and determine if it can be dealt with within the limit. You may wish to reconsider the number of questions, identify a specific service to request information from or reduce the timeframe of the request.
