Thank you for your email of 30 September, following up our response to
your FOI request. We will be answering this as ordinary business as it is
a request for clarification as opposed to information “held” by the OGA.
 
Qu: When the PEDL 164 Licence was revised in October 2013, why did you
remove the obligation to drill one well to a specified depth from the work
programme to be undertaken within the Initial Term of the Licence?
 
The original work commitment for Licence PEDL164 was to shoot 70 km2 of 3D
seismic data and obtain and reprocess 227 km of 2D seismic data, and a
drill-or-drop programme to drill one well to a depth of 1000m or 50m below
Top Collyhurst Formation.
 
Following a change of licensee, Aurora Energy Resources Limited
re-assessed data from the shallow Formby oilfield and proposed a firm
appraisal and exploration drilling programme aimed at evaluating the
redevelopment potential of the Formby field and exploration of adjacent
analogue structures. DECC agreed with their assessment and varied the
licence accordingly. On 29 November 2010 the work programme was changed to
a Firm commitment to drill four wells to a depth of 150 m.
 
In 2012 Aurora drilled two wells L110/15- 81 (FORMBY 7) and L110/15- 80
(FORMBY EAST 1). After evaluating the results of the wells, Aurora
proposed a new work programme to acquire 3D seismic over the licence.  The
investment required to acquire this new data far exceed the estimated cost
of drilling the remaining shallow wells, and would further the geological
understanding of the subsurface. 
 
DECC agreed to waive the two outstanding wells in the previously agreed
work programme, and a Deed of Variation was signed on 13 October 2013 to
revise the work programme to acquire 50 km2 new 3D seismic.
 
Qu: Have you removed an obligation to drill one well to a specified depth
within the Initial Term when revising any other PEDL licence?
 
We consider requests for the revision of work programmes on a case by case
basis, and have previously agreed to revisions proposed by licensees where
for example more geological information has become available, or the
licensee has identified new potential.
