Please find below the response to your recent request.

 

Please provide the following details:

- details of any external expert engaged to provide advice or guidance on
the current ‘keep left’ pedestrian signage in parts of the city centre.

 

The city centre circulation management plan to assist social distancing
was developed by in house officers based on the government’s Safer Public
Places guidance having. The actual signage design was produced by external
consultants as part of a wider commission (see response to final question)

 

- full details of the rationale for this signage, to include copies of any
internal or external reports making this recommendation. To also include
proposed benefits of this signage and potential disadvantages considered
by the council.

 

The circulation management plan was considered by the Executive Economic
Recovery Group ( the role of the Executive Economic Recovery Group and its
place in the Economic recovery structure was reported to Executive June
25^th) in line with the government’s Safer Public Places guidance

The circulation management plan was discussed with a number of
stakeholders including the York BiD board, the York Retail Forum, and the
My City Centre Steering Group and received positive feedback.

 

- details of responsible parties for making this decision.

 

The Executive Economic Recovery Group supported the principle of the
circulation management plan following consultation, and was then
implemented by officers using Budget agreed by the Deputy Chief Executive
and Interim Head of Paid Service under emergency powers for using the EU
re-opening of the City fund which the following answer below refers. This
circulation management plan has subsequently been reported to the council
Executive on the 25^th June as part of the approval of the One Year
Transport and Place Strategy to aid the city’s Economic Recovery (

).

 

- full details of the costs of this project- to include consultancy costs,
printing and production costs and staffing costs.

 

The design of the signage for the circulation management plan was one
small element of a £25,400 commission that developed the Let’s Be York
campaign that also included business guidance packs, social media posts,
videos, public information, and public health messaging. The cost of
producing and installing the signage was £3,700. All work was funded
through the EU’s Reopening the High Streets Fund.
