Thank you for your requests received by Transport for London (TfL) on 8 &
27 July 2019 asking for information relating to:

 

1) zebra crossing on Lower Sloane Street

2) pedestrian lights at the intersection of Lower Sloane Street/Royal
Hospital Road/Chelsea Bridge Road/Pimlico Road.

 

Your request has been considered under the requirements of the
Environmental Information Regulations and our information access policy. I
can confirm that we do hold the information you require.

 

In order to identify any emails between TfL and RBKC we ran a search of
our email archive, looking for correspondence between key members of our
staff and those of RBKC, and looking for keywords to identify these
locations. Whilst these roads are not on the road network which we are
directly responsible for, there has been lots of correspondence in regards
to traffic modelling. Whilst we have narrowed the search as much as
possible we have still identified in excess of 500 emails which would need
to be manually checked to see if they were relevant to your request and
suitable for release. Given the extent of the information captured by your
request, we are applying Regulation 12(4)(b) as we believe that the
request is ‘manifestly unreasonable’ because providing the information you
have requested would impose unreasonable costs on us and require an
unreasonable diversion of resources.

 

The use of this exception is subject to a public interest test, which
requires us to consider whether the public interest in applying the
exception outweighs the public interest in disclosure. We recognise that
the release of information would promote accountability and transparency
in public services and also help address your particular concerns about
this issue. However, the time it would take to provide the information you
have requested would divert a disproportionate amount of our resources
from its core functions and on balance we consider that the public
interest currently favours the use of the exception.

 

We are, however, able to provide you with information regarding the
meetings which have taken place. Prior to the meetings in 2017 and 2018,
the following meetings have taken place between Transport for London
representatives and the consultants working on behalf of the developer of
the land immediately to the west of Chelsea Bridge Road, between Pimlico
Road and Ebury Bridge Road (formerly the site of the Chelsea Barracks).

 

The Chelsea Barracks Model Auditing Process Stage 1 meeting was held on 13
November 2015. This meeting was to discuss the base modelling requirements
for this study. Minutes for this meeting are attached.

 

The Chelsea Barracks Model Auditing Process Stage 4 meeting was held on 30
November 2016. This meeting was to discuss the proposed modelling
requirements, in light of the highway changes that were proposed as part
of the study. Minutes for this meeting are attached.

 

Please note that in accordance with TfL’s obligations under Data
Protection legislation some personal data has been removed from the
attached minutes, as required by section 40(2) of the FOI Act. This is
because disclosure of this personal data would be a breach of the
legislation, specifically the first principle which requires all
processing of personal data to be fair and lawful. It would not be fair to
disclose this personal information when the individuals have no
expectation it would be disclosed and TfL has not satisfied one of the
conditions which would make the processing ‘fair’.

 

Transport for London is very keen to see improved pedestrian facilities at
the junction of Chelsea Bridge Road / Pimlico Road / Royal Hospital Road /
Lower Sloane Street as soon as possible and we are working closely with
the Royal Borough of Kensington and Chelsea to ensure that the design of
those junction changes will minimise the impact on all other users of the
junction, as well as ensuring any wider impacts are reasonable and
manageable. If you have any specific questions we will be happy to
consider those.
