Dear North Yorkshire County Council,

According to Pyramid, the company that administers PECS in the UK:

In order to teach others how to use PECS and its 6 phases, an individual must be a PECS Supervisor, and at present only the Pyramid Educational Consultants employed by us are qualified to do this.

Pyramid Certified PECS Implementers MAY:

1. Implement PECS according to the standard Phase I-VI training protocol with individuals on their caseload displaying a variety of communication difficulties.
2. Coach and monitor immediate team members (teachers, classroom assistants, therapists, parents, etc.) in implementing PECS with their students. This must be on a 1:1 interactive basis only and is best done one Phase at a time as the students progress through the Phases of The PECS protocol. This is not a substitute for a Basic PECS Training.
3. Work with team members to write PECS lessons.
4. Demonstrate implementation to immediate classroom team and families.
5. Create PECS activities for implementation across a variety of settings/activities.
6. Create and adapt materials for use within PECS.
7. Apply for acceptance into the PECS Supervisor Certification Program.

A Please confirm whether North Yorkshire County Council utilises PECS

B If so, please confirm how many Council employees, who work with children with SEN, are qualified PECS implementers

Question B however, remains unanswered. For ease of reference the question was:

How many Council employees, who work with children with SEN, are qualified PECS implementers?

Your answer refers to Council staff having "completed training", which is not the same thing. I would therefore ask you to reconsider your answer.

In addition I would like you to give the job titles and department names of those 15 centrally employed staff you detail in your response that have "completed training".

1 Which staff are delivering the specialist PECS training detailed on p14 of the NYCC publication Competency-based Professional Learning and Development for schools, settings and local authority employees?

2 Are any staff from the list you gave in your last response performing any of the above roles?

3 If staff are performing any of these roles, please explain how this is compatible with NYCC's Code of Practice for Training Providers that says:

When delivering a training session, the training provider/trainer must endeavour to:

Only agree to deliver a course /courses that they are fully competent to do so

4 If different staff are responsible for these roles please detail their job titles and qualifications to deliver PECS

5 How can staff be competent if they are not qualified?
