Peak Oil Planning

Dear Department of Energy and Climate Change,

Your reply to FOI request number 09/0277 stated, “With sufficient investment, the Government does not believe that global oil production will peak between now and 2020 and consequently we do not have any contingency plans specific to a peak in oil production.”

The IEA's World Energy Outlook from November 2009 projects that "Worldwide upstream oil & gas capital expenditure" fell by $90 billion in 2009, the first fall in this area for a decade.

1) In light of this clearly "insufficient" investment, what contingency plans for peak oil has the government now made?

2) Has the government made any decisions with regards to which, if any, of the measures set out in the IEA's 2005 report, "Saving Oil in a Hurry" it will introduce?

3) Having admitted to holding no contingency plans for our premature arrival in the post peak world, which has now likely occurred, is the government now urgently considering the implementation of Tradable Energy Quotas, proposed by the All Party Parliamentary Group on Peak Oil and Gas?
