Dear Haringey Borough Council,

I'm writing on behalf of Peacock Estate Management Limited (the Company) which owns the communal land of Peacock Industrial Estate at 20-22 White Hart Lane, London, N17 8DT for the benefit of the small and micro business entities, traders, tenants and freehold unit owners (the Estate). The Estate has over 30 business entities, with a combined turnover of £10 million Pounds and employing over 230 highly skilled staff,

The officers' of the Company have been approached by Lendlease Europe Holdings Ltd (“Lendlease”) and Haringey Council representative with reference to regeneration stating that under the newly formed Haringey Development Vehicle (HDV) they would like to discuss the master plan and explain to us the regeneration process.

We were informed that the Council would like to relocate the estate on or about 2023 or 2024, where the existing freehold owners would become longterm leasehold tenants. We clearly informed the parties that we were never consulted on this issue.

We would be pleased if the Council can disclose to us:
1- consultation documents, correspondence and communication details with the business owners of the Estate and the Company between the dates of 1st January 2013 to 20th December 2017 with specific reference to regeneration;
2- disclose any feasibility study on how to preserve the existing business entities, keep the skilled staff and employment opportunities in the area taking into consideration the good public transport links, a wide range of local employment opportunities including the only designated industrial area in the borough.

Thank you for your request for information received on 27 June 2018, in which you asked for the following information:

My response is as follows:

1. I attach the consultation documents, which were sent to businesses and property owners of the Peacock Estate between 1st January 2013 and 20th December 2017, by the Tottenham Regeneration Team.
The specific consultation events covered are:

• The High Road West Options Consultation, April – June 2013
• The High Road West Masterplan Consultation, September- October 2014

2. There has not been a specific feasibility study carried out covering the points you have listed, however the High Road West Masterplan Framework 2014 assessed the existing employment and industrial
sites in the area and set out a number of opportunities which were to:

• Enable growth of workspace for a wide range of SMEs through to a range of compatible B1b and B1c type uses;
• Improve the environment, access and amenities for businesses;
• Encourage the provision of workspace behind and on the High Road and White Hart Lane;
• Provide new employment and potential business opportunities; and
• Encourage a net increase in the number of jobs in the area by phased regeneration and a change in land use.
