The City of London (CoL) acknowledges receipt of your request for information of 27 May 2020.
Public authorities are required to respond to requests within the statutory timescale of 20 working days beginning from the first working day after they receive a request. The Act does not always require public authorities to disclose the information which they hold.
The FOIA applies to the CoL as a local authority, police authority and port health authority. The CoL is the local and police authority for the “Square Mile”, ie the historic City of London, and not for London as a whole. Further to your request for information of 27 May 2020 (as below), and our
acknowledgement of 28 May 2020, your request has now been processed and
the City of London (CoL) responds as follows.
The CoL has issued no Penalty Charge Notices under regulations 4 or 5 of
The Health Protection (Coronavirus, Restrictions) (England) Regulations
2020.
Please note that as a Local Authority, the CoL can only authorise its
officers to enforce the provisions of regulations 4 and 5 of The Health
Protection (Coronavirus, Restrictions) (England) Regulations 2020, i.e.
those which relate to businesses allowed to be open.
Regulation 6 ‘restrictions on movement’ and regulation 7 ‘restrictions on
gatherings’, cannot be enforced by Local Authorities and are, instead, a
matter for the City of London Police.
Please note that the CoL is the local authority and police authority for
the ‘Square Mile’ only, ie the historic City of London, and not for London
as a whole, ie ‘Greater London’, which is administered by the City of
Westminster and over 30 London boroughs, with the Greater London Authority
(GLA) having some overarching responsibilities. Please see the following

The CoL as a local authority and police authority is legally a separate
body from the City of London Police for the purpose of compliance with the
FOIA. In addition, please note that the City of London Police is the
Police Force for the Square Mile. Beyond this, the Metropolitan Police
Force (commonly referred to as ‘the MET’) is the Police Force for the rest
of London (ie ‘Greater London’). The rest of England is covered by various
other police forces.
