PCNs issued Left Hand Turn Cleveland Terrace Westbourne Terrace

Dear Westminster City Council,

Since Crossrail construction started and shutdown Eastbourne Terrace, all traffic that turns onto Eastbourne Terrace at the Bishops Bridge Road junction is forced to proceed down Cleveland Terrace. At the first junction (with Westbourne Terrace) there is a long standing No Left-hand Turn, forcing you to proceed straight over toward Gloucester Terrace, or turn right where you can proceed around the same loop you’ve just completed.

If you continue to Gloucester Terrace, the Compulsory Left, followed by a left onto to Chilworth Street, brings you to the Compulsory Left and No U-turn junction of Chilworth Street and Westbourne Terrace. In short, the eastbound side of Westbourne Terrace has become inaccessible in an easy, logical and legal manner without taking some very long routes and/or excellent local knowledge.

For the past six months, I believe Westminster has been taking advantage of this poor combination of closed roads and existing traffic instructions. Most days, and some evenings now, there is regularly a CCTV enforcement SmartCar parked on Cleveland Terrace, monitoring the No Lefthand Turn of Cleveland and Westbourne Terrace.

Under the FOI, I request you provide:
1 - The number and dates of PCNs issued for Contravention Code 50 issued for contraventions on Cleveland or Westbourne Terrace, since 1st January 2011
2 - The current exact wording of PCNs issued for the offence of left turn from Cleveland Terrace onto Westbourne Terrace
3 - The deployment history of all Westminster CCTV Enforcement Smartcars in the W2 area. Details required are locations, dates and times, and the number of PCNs issued on each deployment, since 1st January 2011
4 - The future deployment plans of the enforcement vehicles (locations and dates)
5 - The strategy and decision making processes for deciding where and when enforcement vehicles are deployed
