This is to request the number of PCN's issued by the camera at the junction CEDARS RD / ELLESMERE RD / SUTTON COURT RD, Transport for London area every year over the last 5 years.

This is to request the number of representations and appeals to those PCN's, and the success rates.

How many requests were made to view the images and how many of these requests were not completed.

How many PCN appeals were successful by those

The reason for this request is that the PCN's issued by TFL are being edited using computer graphic imaging (CGI) and are not actual photographs taken with the cameras. All PCN's taken by the camera at the junction CEDARS RD / ELLESMERE RD / SUTTON COURT RD must be reviewed and refunded and compensation given to all those who have appealed the PCN's and requested to view the images, who have been denied the viewing, with compensation, even if the PCN was withdrawn (to deny the viewing).

Please also provide angle of elevation of the camera(s) for each camera and the distance between the range covered by each camera - for example, at the junction CEDARS RD / ELLESMERE RD / SUTTON COURT RD, the height of the camera, gives the viewing angle, so the image makes a vehicle appear as if it is on the box junction when it is not.

For each camera, please state if they are video or still images, also if still, how frequently are the images taken per minute.

Thank you for your email received by us on 2 November 2017 asking for
information about the issuing of Penalty Charge Notices (PCNs) and the
resulting representations made.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. I can
confirm that we hold some of the information you require. You asked for:

 

the number of PCN's issued by the camera at the junction CEDARS RD /
ELLESMERE RD / SUTTON COURT RD, Transport for London area every year over

We commenced enforcement of this yellow box junction on 7 July 2017. From
that date until 30 October 2017, we have issued 84 PCNs to vehicles
"Entering and stopping in a box junction when prohibited".

We have received 30 representations against the above PCNs and 2 of the
above PCNs have been cancelled because we accepted the representations.

We do not record this information. Box junctions PCNs are issued under the
London Local Authorities and Transport for London Act 2003. There is no
requirement under the 2003 Act for us to make still images or CCTV footage
available prior to an appeal to the Adjudicator. Still images are included
in the PCN however, and the recipient of the PCN can also view still
images on our website. When the recipient of a PCN asks to view the CCTV
footage of the contravention, we will accommodate their request, however
requests of this nature are dealt with as general correspondence.

We do not hold this information because we do not record the reasons why
appeals are lodged. As stated above however, all appeals are available on
the London Tribunals website.

 

The reason for this request is that the PCN's issued by TFL are being
edited using computer graphic imaging (CGI) and are not actual photographs
taken with the cameras. All PCN's taken by the camera at the junction
CEDARS RD / ELLESMERE RD / SUTTON COURT RD must be reviewed and refunded

TfL uses a network of CCTV cameras to issue PCNs to vehicles contravening
traffic restrictions on the red route. Therefore the camera operators are
not taking photographs but are viewing the contravention in real time.
When a contravention occurs, a digital recording is made, which is saved
on a secure server. Still images taken from the video footage are provided
with the PCN. The PCN also advises the recipient of their statutory right
to challenge it by making representations against the PCN and if those
representations are rejected, their statutory right to lodge an appeal
with an independent Adjudicator.

All of our CCTV enforcement cameras have a fully rotational pan and tilt
function, with a minimum 10:1 zoom. This means that the camera operator
does not observe a contravention from a fixed point or angle but can
control the camera and/or zoom to ensure that any footage recorded is of
the best possible quality. The majority of enforcement cameras are located
on poles giving a ground to camera height of 8 metres. Some cameras are
mounted on outreach arms of either 0.5, 1.0 or 1.5 metres.

 

For each camera, please state if they are video or still images, also if
still, how frequently are the images taken per minute.

 

As previously stated, we issue PCNs using a network of CCTV cameras, each
of which operates at 25 frames per second.
