I wish to request the following information under the terms of the Freedom of Information Act 2000 'The Act'

In order to assist you with this request I am outlining my query as specifically as possible. As you will understand this may not be a definitive list of relevant information.

You should also beware that it is a requirement to respond within 20 working days and I am fully aware of my rights to escalate this if you fail to follow proper procedure.

You should also be aware The Act provides a duty on yourselves to assist requesters (ie myself).

What was the PCN issued for

Under what TRO (and tile) was the ticket issued

If so why was the PCN not proceeded with

Information Act (FOIA) 2000 with the reference 364926.


Colchester Borough Council is making decisions each day to balance the

Good afternoon,
I'm writing in response to your Freedom of Information request with
reference 364926.
Penalty Charge Notice IH25537446 was issued by Civil Enforcement Officer
NE065. The charge was issued under contravention code 23 - Parked in a
parking place or area not designed for that class of vehicle. 
This penalty charge notice was served under the Tendring Consolidation
Order 2008, and Amendment 13 2009, both attached, under tile TM235 192.
Please note that the Traffic Regulation Order in question was consolidated
into the Tendring Consolidation Order 2019, also attached. The penalty
charge was cancelled as the time plate was incorrect in the location.
There should be two separate signs for the two separate bays. 
Penalty Charge Notice ID28040310 was issued by Civil Enforcement Officer
NE517. The charge was issued under contravention code 16 - Parked in a
permit space without displaying a valid permit. 
This penalty charge notice was, at the time, issued under Colchester
Special Parking and Permitted Parking Order 2014. The tiles required are
TL995 252 and TL995 250, all attached. Please note that the Traffic
Regulation Order in question was consolidated into the Colchester
Consolidation Order 2019, which I have also attached. The penalty charge
was cancelled due to insufficient evidence, as an observation period was
not given by the Civil Enforcement Officer.
