PCN cancellation due to mitigating circumstances specifically for blue badge holders

Dear Leicestershire County Council,
FOI #235347 you have stated

“The Leicestershire Partnership will cancel the first PCN is respect of a valid blue badge being incorrectly displayed but any further PCNs may not be cancelled as a matter of routine. As with all PCNs mitigating circumstances will always be considered which could lead to additional PCNs being cancelled regardless of the parking contravention. Mitigation is considered on an individual basis.”

I would like to understand how the claim made in the final sentence turns out in practice, as evidence suggests the bar is set very high.

Can you please provide:
a) A copy of the instructions/guidance notes provided to staff to assist them when considering mitigation. If there are none, what other information is available to ensure consistency?

b) a few varying examples to demonstrate what you regard as mitigating circumstances (i.e. to show the scope of what you have said above)

c) the number of PCNs cancelled due to what you have accepted as mitigating circumstances for any other than the first (i.e. to show the volume of what you have claimed above).
