PCC Peter McCall speeding offence referral 2016

Dear Cumbria Police and Crime Panel,
I note from various media that the PCC for Cumbria, Mr Peter McCall is `embarrassed`,for some reason, at being caught `speeding` at 36mph in a 30mph limit in August 2016, when it is now well known that the police operate traps on a commercial basis when there are often no genuine safety reasons.
Hundreds of thousands of motorists driving at speeds appropriate for the conditions are `caught`each year by the commercial arm of police activities and, in reality, there is nothing to be embarrassed about.
I note that Mr McCall only advises that he was `caught`outside of the Cumbria area, and that he says he has referred himself to the Police and Crime Panel and notified the Independent Police Complaints Commission (IPCC), and that he intends to avoid having points by attending a `speed awareness course`.

FOI Q1.Please advise of the names of the people who comprise the Cumbria Police and Crime Panel (CPCP) and their job descriptions.
FOI Q2.Please advise the date when Mr McCall referred himself to the CPCP, please disclose a copy of his referral, suitably redacted to remove `personal`information, to establish if he revealed where the `offence`occurred and the circumstantial detail.
FOI Q3.Please advise when and how the referral to the CPCP was dealt with, a disclose a copy of the response to him if hard copy available.
