Dear West Mercia Police,
I request to you that you provide details of the following corrupt police officer by the name of PC Ian Langford and explain why WMPF fails to report matters on their website.
1) Why was PC Langford dismissed from his position at WMPF.
2) How many times has PC Langford been reported for poor, verbal warnings, miss or gross conduct while working for WMPF.
3) Why is this information not reported on WMPF website in line with recommendations in the Home Affairs Committee - Sixteenth Report - Police and Crime Commissioners (26th March 2014) & the Normington report Home Affairs Committee - Eighteenth Report - Reform of the Police Federation to all Chief Constables in England as this asked for greater transparency.

Section 17 of the Freedom of Information Act 2000 requires West Mercia
Police, when refusing to provide such information (because the information
is exempt) to provide you the applicant with a notice which: (a) states
that fact, (b) specifies the exemption in question and (c) states (if that
would not otherwise be apparent) why the exemption applies.
The exemption applicable to the information is:

REPLY: WMP have adopted the nationally agreed Code of Ethics for Police
and is continually working to embed this code within the organisation. The
Code of Ethics is available on the College of Policing website.
In addition, WMP has other systems and safeguards in place to ensure staff
and officers behave appropriately e.g. confidential reporting systems.

COMPLAINTS: Between 01/04/2013 and 31/03/2014 there have been 49 police
officers investigated for GROSS MISCONDUCT (25 cases) and 295 officers
investigated for MISCONDUCT (221 cases).
CONDUCTS: Between 01/04/2013 and 31/03/2014 there have been 39 police
officers investigated for GROSS MISCONDUCT (33 cases) and 42 police
officers investigated for MISCONDUCT (31 cases).
Please note that the same offender can feature in both Gross Misconduct
cases and Misconduct cases. In this instance, the officer would be counted
twice.

every other force, timeliness targets as set out in IPCC guidance are not
always achieved in all cases.

In addition, West Mercia Police would like to point out that the Freedom
of Information Act is a piece of legislation which quite rightly opens up
public authorities to greater scrutiny and accountability.
Under the provision of the Act an authority must process a request in
writing from a named applicant under the terms and conditions of the
legislation. However, whilst giving maximum support to individuals
genuinely seeking to exercise the right to know, the Commissioner's
general approach will be sympathetic towards authorities where requests
can be characterised as being Vexatious, Repeated or part of a campaign.
Please be advised that when a person/persons make a number of requests for
information that are similar, about the same case or repeated,
consideration will be given to ascertain if there is evidence of a pattern
of behaviour which could be seen to be obsessive or unreasonable. If this
is found to be the case, The Authority would consider applying Section 14
(1) of the Act - by making future requests on the same topic vexatious.
Please be advised that Section 14 (1) of the Freedom of Information

Dear West Mercia Police,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of West Mercia Police's handling of my FOI request 'PC Ian Langford & Corrupt Police Officers in West Mercia Police Force'.
This Freedom of information requested is clearly in the public interest as the ex police officer has been accused of further offences due to other media coverage via radio and newspaper.
The link provided to WMPF website makes no reference at all as to the nature of the offences committed thus isn't bringing the publics eye to the truth behind this breach in public office.
This request isn't Vexatious just because i request WMPF are transparent regards the details and back ground of this police officer.
This refusal is clearly to cover up his actions.

I also note that you have failed to give any details regards the offences committed being of a sexual nature or the fact this ex police officer Ian Langford committed a similar offences previous to the two he has finally been convicted of at this time.
As normal your article attempts to get across the manner such cases are dealt with in a positive way which again is a lie and not the fact WMPF PSD allowed this person to continue in public office when it was obvious his conduct was not inline with national police conduct necessary.
This article is yet more proof of the fact WMPF are not transparent regards the full facts.
