Dear Ms Hayhurst

Freedom of Information Act 2000

I refer to your request for information in relation to receiving details
for all payments received under Section 106 planning agreements.  Your
request was received by me on 10 December 2013 and is being dealt with
under the Freedom of Information Act 2000.

I am now in a position to respond to you as follows and attach an Excel
spread sheet which provides answers to your questions.  It provides all
the detail you are looking for.

There are a couple of things that need to be explained –

1.   In some instances the payment is shown twice. This is because the
District Council collects it on our behalf and then at a later date they
pay the money to us, (column G shows where this has happened).  So, if you
use the spread sheet to undertake some totals you need to be aware that
there will be a lot of double counting and you can't just SUM the amounts
columns.

2.   Money allocated to Libraries or Fire is not showing here. This is
because we are working through an exercise for allocation of these funds.
All Libraries money has been allocated to a project involved in putting
electronic devices into all our libraries and S106 money is being used
where available to help fund these. The devices will make many library
transactions self-serving, such as checking books in/out, and providing
slip printers (for receipts). Our Finance team is establishing how much is
needed and where at the moment and until this is finalised our database
doesn't reflect these allocations. All Fire Services funds are allocated
to specific capital projects which can be found here on our website:
[1]http://www.westsussex.gov.uk/living/road...

3.   Prior to 2008/09 we haven't returned any S106 monies

Copyright, Designs and Patents Act 1988. You are free to use it for your
own purposes, including any non-commercial research you are doing and for
the purposes of news reporting. Any other reuse, for example commercial
publication, would require the permission of the copyright holder. Most

Information you receive which is not subject to WSCC copyright continues

which the information originated. You must ensure that you gain their
permission before reproducing any third party (non WSCC) information.

If you are unhappy with the way your request has been handled, you may
wish to ask for a review of our decision under our complaints procedure
via our website.

If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner for a decision.  Generally the
ICO cannot make a decision unless you have exhausted our complaints
procedure.  The ICO can be contacted at the Information Commissioner's
