Please find below and attached, the details to answer your questions. The
authority has exhausted the 18 hours time limit in providing the detail
below. If you require further information this may involve a fee being
chargeable.

1.    The Opening Balance for 2008/09 was £19,840,852

2.    Income received for each Financial Year:

a)    2008-09 £3,324,054

b)    2009-10 £5,985,464

c)    2010-11 £6,607,283

d)    2011-12 £8,075,749

e)    2012-13 £9,820,675

3.    Total Expenditure for each Financial Year:

a)    2008-09 £5,915,321

4.    Details of the projects and S106 contributors (developers) relating
to the monies returned between 2008/09 and 2012/13.

a)    £1,850 repaid Dec 08. Contribution was towards a scheme or schemes
for the provision or improvement of play facilities for young children in
the vicinity of the Land and so as to enhance the development. The Land
was at the comer of Whaddon Way and Buckingham Road, Bletchley, Milton
Keynes.

b)    £13,088 Dec 08. The contribution was towards the cost of carrying
out work for the enhancement of wildlife corridors adjoining or near to
the Site and the maintenance thereof for a period of five years
thereafter. The site was the land adjacent to Woodhill Prison, Oakhill
Road, Oakhill.

c)    £148,011 Aug 12. The contribution was to facilitate replacement car
parking for those spaces lost as a consequence of the development. The
development was Block C4.1, Central Milton Keynes.

d)    £3,796 Dec 08. The contribution was for Traffic Calming Measures on
Thornycraft Lane and Improved redway crossing.

e)    £11,997 Jan 09. The contribution was towards a pedestrian bridge
over the River Ouzel.

f)     £11,558 Dec 08. The contribution was for two Bus Information
Terminals.

5.    Reasons for why this money was unspent.

a)    £1,850 repaid Dec 08. £7,500.00 was paid and of this £5803.44 was
spent. The remaining balance of £1696.66 plus accrued interest was not
spent as the improvements cost less than anticipated. The funding was
surplus was therefore returned under the terms of the s106 agreement.

b)    £13,088 Dec 08. The contribution only had a 2 year expiry period and
therefore the Council was unable to deliver the planned improvements
within that time as further funding was required to support the delivery
of the project and its subsequent maintenance.

c)    £148,011 Aug 12. The contribution was to facilitate replacement car
parking for those spaces lost as a consequence of the development in
Multi-storey car parks. The amount of funding was not sufficient to
deliver any replacement parking in Multi-storey car parks and therefore
the contribution was repaid. The Council is still in discussions with the
developer to fund alternative parking or projects to reduce the demand for
car parking in CMK. The Developer engaging positively in this process to
identify alternative projects although MKC returned the monies in
accordance with the terms of the S106 agreement.

d)    £3,796 Dec 08. The contribution was insufficient for to fund the
cost of the traffic calming measures and a redway crossing, and without
other available funding the contribution was returned in accordance with
the terms of the s106 agreement.

e)    £11,997 Jan 09. The contribution was towards a pedestrian bridge
over the River Ouzel. The contribution was insufficient to fund the
construction of a bridge (cost was estimated at a minimum of £250,000),
and without other available funding the contribution was returned in
accordance with the terms of the s106 agreement.

f)     £11,558 Dec 08. The contribution was for two Bus Information
Terminals. The contribution was insufficient for to fund the cost of the
new information terminals and without other available funding the
contribution was returned in accordance with the terms of the s106
agreement.
