How many Foster Parent and Support Lodging Provider households were involved?

We are unable to identify the specific breakdowns you are requesting in the above questions, as the remainder of the data would have to be collated manually from case records/files. The work involved in identifying, collating and providing the above information would exceed the limit of 18 hours work, and the cost of £450, set out in section 12 of the Freedom of Information Act.

However we are able to provide you with the following information;

Total spend for 2010/11;

Fostering Fees & Allowances £ 1,279,049
Fostering Support Costs £ 57,605
Independent Foster placements £ 581,292
Supported Lodgings £ 94,488.50

Invoices received from our supported lodging providers are not usually broken down therefore we are only able to supply details of total spend. Please note that 2 different providers of Supported Lodgings were used in 2010/2011.

What percentage of their Incomes does your Council expect over 16 year old Foster Children to give Foster Parents and Supported Lodging Providers towards their Board and Lodge, when –

1. They are in receipt of Job Seeker's Allowance

Young People with Care Leaver status aged between 16-18yrs are not eligible to claim Job Seekers Allowance. Those Young People without a Care Leaver status must claim estrangement from their family and apply for income support.

2. They are in paid employment.

For those young people over 16yrs in Supported Lodgings, this is determined depending upon Supported Lodging Placement and an agreed Pathway Plan. Denbighshire does not expect young people over 16 to give a percentage of their income to Foster Carers when in paid employment.

At what age must Foster Children under your Council's jurisdiction take full financial responsibility for their own upkeep because the Care Order has expired and the Council no longer contributes to their Maintenance? 18? Or older?

This depends upon age and circumstance of a young person and is determined on an individual basis.

The process of review is complete and I can now advise you as follows:

A1. At the point of inspection, September 2010, the number of Foster Carers for Denbighshire Children and Family Services was 75. Please note the number of Foster Carers fluctuates throughout the year as and when Foster Carers are approved and/or resign.

All Foster Carers receive maintenance and skills payments as applicable; however in order to provide a breakdown of who has received additional support costs the data would have to be collated manually from case records/files. The work involved in identifying, collating and providing the above information would exceed the limit of 18 hours work, and the cost of £450, set out in section 12 of the Freedom of Information Act.

As per our previous response, 2 different providers of Supported Lodgings were used in 2010/2011.

Q2. SECOND - Fostering Support Costs - £57,605. What is included within this category?

A2. Please see below the breakdown of items covered under the Fostering Support Costs budget. Please note this budget is set for the Family Placement Team therefore covering items directly for children and Foster Carers but also items for staff i.e. research books and publicity for recruitment of Foster Carers.

If it is helpful we can provide a breakdown of costs under the above headings, however, providing a breakdown of costs associated to individual foster carers creates two difficulties; first that the budget and costs relate not only to children and foster carers but also team costs; carer support costs, recruitment costs and other associated costs. etc. Second, in order to collate this data it would involve searching through individual records/files which would far exceed the 18 hours/£450 time/cost constraints as set out in section 12 of the Freedom of Information Act.

Q3. THIRD, why can some Councils make a good attempt at providing
breakdowns of expenditure whilst others say that it is too expensive to do so?

A3. Every local authority records data in different ways. Unfortunately, the way in which Denbighshire Children and Family Services' data is stored, in order to provide the specific breakdowns requested the data would have to be collated manually from case records/files. The work involved in identifying, collating and providing the above information would exceed the limit of 18 hours work, and the cost of £450, set out in section 12 of the Freedom of Information Act.

However, if you narrow the scope of your request we may be able to provide the information to you.

Of the 14 Councils that I have asked relevant questions of yours has been THE LEAST COOPERATIVE.

All I require is -

FIRST, The amount of money that your Council spent during the financial year 2010-2011 on EACH of the following categories -

1. Foster Child Maintenance, Holiday, Birthday, Christmas, INITIAL clothing, School Uniform, Dietary, Cultural, Disability and other allowances. i.e The total amount of money that your Council paid Foster Parents TO PROVIDE FOR FOSTER CHILDREN.

2. The total amount that you paid Foster Parents in FEES... as a 'reward' for being Foster Parents.

3. The amount that you paid - to provide Foster Parents with, first, FURNITURE and EQUIPMENT, second HOUSE EXTENSIONS, and third, BIGGER CARS.

4. The amount that you paid Foster Parents in EXPENSES, to cover the cost of computing equipment, telephone calls, baby sitters, travel, and a variety of other things that vary between Councils.

SECOND, the number of Foster arents THAT YOUR COUNCIL PAID FEES to during the financial year 2010-2011.

THIRD, how much does your Council expect 16 and 17 year old Foster Children who are in employment to contribute towards their maintenance?

As previously stated, we are unable to identify the specific breakdowns you are requesting in the above questions, and as proving this data would involve a manual search of case records/files which would exceed the appropriate limit and under section 12(1)(where the cost of compliance exceeds the appropriate limit) of the Freedom of Information Act 2000 I have refused this part of your request. However, we have provided you with the overall costs and a list of what the Fostering Support Costs include.

Q2. The number of Foster parents THAT YOUR COUNCIL PAID FEES to during the financial year 2010-2011.
A2. We are unable to confirm how many Foster Parents received payment during the year without undertaking a manual search of case files which would exceed the appropriate limit and under section 12(1)(where the cost of compliance exceeds the appropriate limit) of the Freedom of Information Act 2000 I have refused this part of your request. However, we have provided you with the total number of foster carers at a given time and the overall cost during 2010/11.

Q3. How much does your Council expect 16 and 17 year old Foster Children who are in employment to contribute towards their maintenance?
A3. As previously stated, young people over 16 years of age and in paid employment are not expected to give a percentage of their income to Foster Careers.
