Payments to Contractors - Roles v2
Dear Liverpool City Council,
This is a re-request : I submitted this request on 23rd September but you claim not to have received it.
In your response to the following FOI question you have identified 7 contractors who were paid between £80k and £140k in 2011/12 :

These were listed by yourselves as follows :
1. £80,000 – £100,000 = 3
2. £100,000 – £110,000 = 0
3. £110,000 – £120,000 = 1
4. £120,000 – £130,000 = 2
5. £130,000 – £140,000 = 1
For each of these 7 contractors, please provide a brief description of the work undertaken.

Response:
The City Council holds information relevant to the terms of your request and can confirm the following:
• The payments are to individuals receiving social care, the majority of which being Adult Disability payments.
I trust this information satisfies your enquiry"
It's probably my lack of understanding of the social care process, but this answer leaves me mystified. Why would you describe a recipient of benefits as a 'contractor'? This is how these payments are described in the Council's disclosure of expenditure exceeding £500 per month.
I also don't understand whether the magnitudes listed here are normal or anomalous. Again, this is probably my own lack of understanding of social care. I looked up Disability Living Allowance, and the maximum available is £131.50 per week, so it can't be this.
