Dear Hampshire County Council,

In 2012 the council contracted with Capita for a new children's services IT solution. I can see, from various FOI responses, that this was an extremely expensive system.

I note - again, from various FOI responses - that this system has been 5 years in implementation but appears to be a long way from going live.

Q1: Please provide details of all payments which have been made to Capita in respect of the children's social care case management system specifically ie please exclude payments made for education functionality etc
Q2: Please provide the planned go-live date for this system
Q3: Does the council gain any share in future sales of this system?

Dear Ms Marsh
 
Thank you for your email below, please accept our apologies for the delay
in responding to your Freedom of Information request.
 
We are unable to progress your request for an Internal Review as the
request is still ongoing. We do hold information falling within the terms
of your request, however we are not yet in a position to make a full
response to your request. The County Council considers that the following
exemptions may apply to the information that you have requested:
 
S.43 (2) Freedom of Information Act 2000 (Commercial Interest). This is a
qualified exemption and is subject to the public interest test.
 
By virtue of section 10 (3), where public authorities have to consider the
balance of the public interest in relation to a request, they do not have
to comply with the request until such time as is reasonable in the
circumstances.  
The County Council has not yet reached a decision on the balance of the
public interest and hopes to formally respond to your request as soon as
possible.

Dear Children's Services Freedom of Information requests,

Following the logic of the Council's approach, you could simply never answer a difficult question and requesters would never be able to request an internal review, because there is no response to review.

I'll give this a week, then write to the ICO.
