Payments Made to Covert Human Intelligence Sources

Dear Sussex Police,

I would like to make the following two requests under the terms of the Freedom of Information Act 2000.

1. Please could you provide information on how much money Sussex Police have paid out to Covert Human Intelligence Sources during the years 2011/2012 ...2012/2013....2013/2014 ...and 2014/2015. Please could you provide a breakdown for each financial year.

2. Please could you also provide details of the number of Covert Human Intelligence Sources paid by Sussex Police during each of the financial years mentioned above.

As someone who is having difficulty in getting Sussex Police to comply with the FOI Act, I would suggest you request an Internal Review of their failure to provide the information you requested. Give them 40 working days to reply with the details and if they don't respond (which is very likely) refer a complaint to the ICO. You will then get into a drawn out procedure whereby Sussex Police are given endless extensions to the time limit and you still fail to get the information. I speak from experience. The impression I have is that there has been a political decision to allow public bodies to decline to comply with the FOI Act. The ICO is closing down cases regardless of their merits. This is because they have so many cases working and struggle to make public bodies comply, so they get away with it.
