Dear Mr Orlebar,

Thank you for your Freedom of Information (FOI) request dated 4^th
February asking for full details of all payments made to the Association
of Chief Police Officers (ACPO).

As background information to your request I would like to take this
opportunity to explain a little about the policing budget. The Authority
sets the policing budget after working closely with the Force to identify
financial requirements and the amount of governement grants which will be
received. The Authority then has a proportion of that budget for its own
expenditure and the bulk of the budget is allocated to the Police Force
with delegated authority (within set parameters) for allocation of spend.
As the it I steh Authoirty which sets th eoverall budget the annual
statement of accounts are issued in the name of the Authority.

To answer your specific FOI question the Authority does not make any
payments to ACPO. In the current year the Force have paid £90,487. For
further information on that expenditure you would need to make an FOI
request to the Constabulary which can be done by using the following

Thank you for the clarification. As the Authority issues the the Accounts annually, it obviously therefore has access to all past accounts.

I have recorded your request as “to supply details of the amounts paid by D & CC to ACPO since its inception."
As an Authority we do not hold the information you have requested. The Statement of Accounts which you have suggested as the source document does not go into that level of detail and is prepared by the Force on behalf of the Authority. The statements of accounts for 2008/09 and 2009/10 can be viewed on our website http://www.dcpa.police.uk/spend/index.htm. I am sure that you will also be interested to know that the Authority’s Strategic Planning and Co-ordination Committee have recently discussed payments to ACPO and made a recommendation to the full Authority meeting that in future such payments should only comprise the basic contribution to ACPO core costs (amounting to £17,488) PLUS the contractual obligations; the Authority agreed the recommendation at its meeting on 18 February 2011.
