To locate the information relevant to your request searches were conducted
at MPS Finance Services, Vehicle Recovery Examination Services, Specialist
Crime and Operations directorate and Public Access Office.

RESULT OF SEARCHES

The searches located information relevant to your request.

DECISION

I have today decided to disclose the located information to you in full.

Searches by Finance Services and the Vehicle Recovery Examination Services
(VRES) unit failed to locate any information
regarding part one of your request.  Central records have no record that
the MPS has invoiced Whyte & Co nor have we received a cheque from them in
the last three financial years.  In addition, VRES are unaware of any
relationship with that company.

Regarding part two of your request, the MPS does sometimes work in
partnership with Bailiffs.  Vehicles are stopped lawfully using police
powers such as Section 163 of the Road Traffic Act 1988.  Bailiffs may
perform their own checks on a vehicle whilst Police Officers conduct
theirs.  If appropriate, the checks that the bailiff carries out may lead
to a discussion with the driver about potential civil liabilities.  These
checks are carried out at a wide variety of operations for a number of
reasons. The operation undertaken by the MPS would take place, regardless
of the attendance of the bailiff and therefore no additional funding is
spent on them.

This is to inform you that I cannot identify any specific records /
documents that will satisfy your request regarding question 1 based on the
details you have provided.  To enable the MPS to meet your request could
you please provide this office with further information.  I provide some
guidance that may assist you more clearly describe the information you
require:

I am unable to provide a response as such to this question as I do not
know what vehicles you are referring to. I can only assume this relates to
policing operations where Whyte & Co. (mentioned in Q4) have been present
at a roadside stop site and on those occasions the MPS ANPR system (if
available) has not been used to 'target' vehicles that would possibly be
of interest to the Bailiffs.

Please clarify the information you are seeking in respect of question 1  

After receiving your reply, your request will then be considered and you
will receive the information requested within the statutory timescale of
20 working days, subject to the information not being exempt or containing
