Dear Chelmsford City Council,

Where the council is responsible for On-Street and Off-Street pay and display car parking (excluding Off-Street pay-on-foot and pay-on-exit car parks, permits, season tickets, PCN and other income);

For the period 01/04/2018 to 31/03/2019, please could you tell me:

* The total number of pay and display parking tickets or transactions sold (all payment methods)

* The total pay and display income (Cash, Credit/Debit card, Mobile App)

* Total number of pay and display parking tickets or transactions sold via a Mobile App parking payment provider

* Total pay and display income processed via a Mobile App parking payment provider

Finally, in relation to the Council’s current Mobile App parking payment provider, could you tell me:

* What is the contract expiry date for your Mobile App parking payment provider, including any extension periods?

* What is the current notice period required in order for the Council to exit this contract?

* What is the current contract value, annualised over the period 01/04/2018 – 31/03/2019?

is an acknowledgement of your request being received. Your request has

Chelmsford City Council is making decisions each day to balance the needs
to maintain essential services and support those in most need, whilst
following public health guidance to protect the public and staff against
infection from coronavirus.

 

Due to the unprecedented circumstances we are facing during the
Coronavirus (COVID-19) pandemic, it may not be possible for us to meet our
usual standard of response to Freedom of Information Requests or within
the timescales stipulated. The Council will respond to your request as

1,032,801 pay and display parking tickets / transactions were sold.

 

* The total pay and display income (Cash, Credit/Debit card, Mobile App)

 

The total pay and display income was £3,255,121.11.

 

* Total number of pay and display parking tickets or transactions sold via
a Mobile App parking payment provider

 

204,414 pay and display parking tickets / transactions were sold via a
Mobile App parking payment provider.

 

* Total pay and display income processed via a Mobile App parking payment
provider

 

The total pay and display income processed via a Mobile App parking
payment provider was £993,031.20.

 

 

Finally, in relation to the Council’s current Mobile App parking payment
provider, could you tell me:

 

* What is the contract expiry date for your Mobile App parking payment
provider, including any extension periods?

 

The contract expiry date for the Mobile App parking payment provider is
27th May 2022. Please note that there is no extension period for the
contract.

 

* What is the current notice period required in order for the Council to
exit this contract?

 

Six months’ notice.

 

* What is the current contract value, annualised over the period
01/04/2018 – 31/03/2019?

 

Under the contract, the supplier can recoup the processing cost of the
service by charging the Council a Service Charge of 10p per transaction.

 

Right to Internal Review

If you are dissatisfied with this response or with the way your request
has been handled under the Freedom of Information Act, you have the right
to ask for your request to be independently reviewed by the Director of
Connected Chelmsford. You should set out your representations in writing
explaining why you are dissatisfied with this response or the way your
