Pavement Inspections
Dear Bridgend County Borough Council,
I wish to make a FOI request of pavement inspections carried out in my local area: Bridgend Road, Aberkenfig CF32 9BG, specifically the section in front of Aberkenfig Conservative Club and to include the front of the houses on either side of the club, numbered between 6 and 18 inclusively.
Requests: To cover all dates between January 2010 and January 2022 inclusively.
1. Advise every date and time that the pavement in question was inspected between January 2010 & January 2022
2. Provide a copy of the inspectors report for each inspection date, during the same period.
3. Provide a copy of any repairs or recommendations or such following the inspectors report, during the same period.
4. Provide a copy of every independent incident reported to the council of any issues of the pavement by any source, during the same period.
5. Provide a copy of any follow up inspections, repairs or advisories made in response to these independent incidences, during the same period.
6. Provide copies of any and all photographic, videos, drawings, inspection softwear and similar that are included in any reports or incidents, by both the council and independent parties, during the same period.

FREEDOM OF INFORMATION REQUEST FOI001-3681
We refer to your email dated 9^th January 2022, and, whilst we can
confirm that we hold the information requested, we have estimated that the
cost of complying with your request will exceed £450. We have made this
calculation in accordance with Regulation 4 of the Freedom of Information
and Data Protection (Appropriate Limits and Fees Regulations) 2004. This
calculation was based on an hourly rate of £25.00 for the cost of
locating, retrieving and extracting information involved in the processing
of your request.

Under Section 12 of the Freedom of Information Act we are not obliged to
comply with a request for information if we estimate that the cost of
compliance would exceed £450. This letter is therefore a formal Refusal
Notice under section 17(5) of the Act.
The complaints system is currently going through an update and moving to a
new system, as such there is limited access to information back as far as
2013 at present.
A quick report was run to identify all the complaints at Bridgend Road
Aberkenfig (which is in excess of 1.2km long), and there were in excess of
180 customer referrals. Customer referrals are logged against the street
and each individual referral needs to be examined to identify if the
specific part of Bridgend Road Aberkenfig, (i.e outside the Con Club and
house numbers 6-18) is the location that your referral has identified. It
can take up to 5-6 mins per referral to examine the detail to identify the
relevant referrals. Consequently this element alone is likely to take
nearly 18 hours.
In regard to the inspections there are 4 scheduled inspections undertaken
per annum, and a brief check of the inspection records identifies
approximately 10-30 repairs/recommendations by the inspector per year for
the 1.2km of highway. Each recommendation has to be checked to see if the
repair/recommendation is for the area of concern. There is therefore a
potential 100-300 records that need to be checked, and coupled with the
checks of customer referrals this will exceed 18 hours.
It may be that we can supply some information if you can refine or reduce
your request to more manageable proportions and resubmit your request so
that it brings the cost within the appropriate limit.
Alternatively, if you wish to pay a full search and retrieval fee, we may
be prepared to consider your request under Section 13 of the Freedom of
Information Act which allows us to charge a fee where the estimated costs
exceed the £450.00 limit.
If you are dissatisfied with the handling of the request, under the
Freedom of Information Act 2000 you have the right to request a review of
the Council’s response to your request for information. If you wish to
