Dear United Lincolnshire Hospitals NHS Trust,

Recent minutes from the Trust Board show the Trust has a Patient Experience Group, which includes patient representatives and holds regular meetings.

Under the Freedom of Information Act 2000 could you please supply me with minutes from the last 6 meetings of this group or, if any changes have been made under the Trust’s new operating model, it’s immediate predecessor.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of United Lincolnshire Hospitals NHS Trust's handling of my FOI request 'Patient Experience Group Minutes'.

The reason l request an internal review is that you have redacted basic information relating to members of the group who attended each meeting.

The Information Commissioner has suggested that public bodies can release certain types of personal information in response to Freedom of Information requests, because doing so does not contravene the principles of the Data Protection Act and is in the interests of accountability. This personal information includes basic information about staff in a work capacity, such as names, job titles, roles and responsibilities and work contact details.

Committee or Group members serve on a committee in an official capacity. The ICO guidance further suggests that membership on a committee, committee members' views and opinions expressed at meetings and actions upon them should not be withheld as personal data

In view of the above, can you please review your decision to redact these documents and advise, as you should have done in your original reply, which exemption under the FOI 2000 you are invoking if you believe the redactions are valid?
