Pathology procurement and compliance of Synlab

Dear King’s College Hospital NHS Foundation Trust,

a) Please confirm that the authority is leading a procurement on behalf of a number of NHS organisations to procure a contractor and or joint venture partner to operate pathology laboratories and related services for the authority and the other NHS organisations, and that this contract is intended to commence when the authority's current contract with Viapath ends.
b) Please confirm that following the first stage of the procurement process that a number of bidders have been selected for the next stage. Please confirm that the European lab group Synlab and or a subsidiary of Synlab has qualified for this stage. Please state the name of the bidding entity which is part of the Synlab Group.
c) Please confirm whether during the qualification stage of the process the bidders were asked any questions to the effect 'have you ever been asked to withdraw from a procurement process for a public sector contract within the EU as a result of providing materially misleading information?'
d) Please provide the exact wording of the question referred to in c) above which the bidders were asked to respond to. If no such question was asked, please explain why not?
e) Please confirm whether the authority were aware that Synlab were excluded from a pathology procurement undertaken by University College London Hospitals, as a direct result of a breach of the Public Contracts Regulations 2006, as a result of providing materially misleading information.
