Thank you for your Freedom of Information Request of 4 March 2020:

 

I would like to request all available past papers for module MATH6301:
Discrete Mathematics for Computer Scientists.

 

I can confirm that UCL holds information relevant to your request and we
are pleased to be able to provide some of this information to you.

 

Some of the information is exempt from disclosure as the exemptions at
Section 21 and Section 22 of the Act apply.  Section 21 states:

 

            “(1)Information which is reasonably accessible to the
applicant

otherwise than under section 1 is exempt information.”

 

Past papers for 2016 and 2017 can be accessed at:

Section 22 of the Act states:

 

“(1) Information is exempt information if –

(a)  the information is held by the public authority with a view to its
publication, by the authority or by any person, at some future date
(whether determined of not);

(b)  the information was already held with a view to such publication at
the time when the request for information was made; and

(c)   it is reasonable in all circumstances that the information should be
withheld from disclosure until the date referred to in paragraph (a).”

 

This exemption applies to past papers for 2018 and 2019 because UCL plans
to make this information available online within a short period of time. 
Given that there are firm plans in place for the publication of the data
in the near future, we consider it as reasonable to withhold disclosure
under the FOI regime at this current time.  The information when published
will be found in the same location as those above.

 

Section 22 is a qualified exemption under the Act and so a public interest
test is required to assess where the balance of disclosure/non-disclosure
lies.  Please see the end of this response for the test in full.

Factors in favour of disclosure of the requested information:

·         It is recognised that there is substantial public interest in
transparency and being able to see the standard expected of students.

·         UCL is committed to transparency to promote public
understanding.

 

 

Factors against disclosure of the requested information:

·         The information being requested is due for scheduled
publication.  Diverting attention to supplying the information for an FOI
request would disrupt the process of intended publication.

·         UCL believes that in order to meet its obligations of
transparency, that it is better focussed on publishing full and complete
information via the relevant area of the website. 

·         Questions from past examination papers are occasionally repeated
or at least a variant of the paper is used in future exams, to share the
most recent papers could prejudice the efficiency and quality of the
university’s examination regime.

 

 

Outcome of the public interest test:

·         On this occasion we consider that the public interest arguments
against disclosure outweigh those for disclosure in this instance.

request for information on past papers for UCL’s MATH6301: Discrete
Mathematics for Computer Scientists module for years previous to 2016 –
namely, 2008-2015.

 

Due to the current Covid-19 restrictions, we are unable to confirm whether
we have the information requested.  We may have hard copies of papers for
years prior to 2016, but are unable to confirm this until restrictions are
lifted and we are back on site to search for these.
